This update is mandatory and contains next TVM version, optimizations of collation process and state serialization. The latter are needed to drastically improve user experience under low and moderate load of the network in the near future. Please be prepared.

This update is mandatory and contains internal node optimization related to Accelerator update [1][2][3], as well as functionality required for BTC Teleport. Proposed voting is also related to BTC Teleport operation: it won't directly affect network behavior but allow validators to participate in BTC Teleport governance.

Update on Validator Quality of Service API

Please note that when there is 1 shardchain in the blockchain, the QoS API collects enough data to calculate the efficiency of validators with an index >= 100 within 6-8 hours after the start of the validation cycle. Until then, efficiency estimates may be inaccurate due to insufficient data.

With more shardchains, this time is reduced; for example, with 4 shardchains, the efficiency rating is ready after 1 hour.

For validators with an index < 100, the efficiency rating is ready after 30 minutes, regardless of the number of shardchains.

We are asking validators to schedule a time on Tuesday, September 16 at 12:00 UTC for network parameters voting.

Proposed voting is related to BTC Teleport operation and will allow to pass to next stage of Teleport rollout. Parameter -90, planned to be updated, won't directly affect network behavior and related to internal Teleport migration.

Upd: we also added to the list of planned parameters to update config 29, in particular bumping proto_version from 4 to 5. This will enable special overlays that will speed up synchronization of collator nodes.

Scheduled voting on November 12

We are asking validators to schedule a time on Wednesday, November 12 at 10:00 UTC for network parameters voting.

There will be 3 proposals to vote.

1. First is related to upcoming release of Major Regulated Stablecoin coming to the TON Ecosystem and it requires upgrade of config contract. After this upgrade two config parameters, in particular -1024 and -1025 (previously unassigned and without any effect on network operation) will become governed by EQA_o6NFLu73wozeYNERTsW8lkU5OarbRbIkoNuWdy5SPDA_ address.

Code of upgraded config-contract is available here.

2. Second is related to activation TVM 12 (Config param 8). It will bring long-time requested developer friendly new bounce types and opcodes.

3. Third is related to BTC Teleport (Config param -90), new config will introduce alternative noscript path spending with taproot timelocked multisig on BTC side which will make it's operation safer under validator misbehaving.
