Yet with respect to what consumers want most urgently— prevention of hardcore crime (i.e., crimes with victims), the apprehension & effective punishment of hard criminals, the recovery of loot, & securement of compensation from the aggressors—the police are notoriously inefficient, in spite of ever higher budget allocations."
