Hong Kong declined to seize the superyacht of a Russian oligarch who is under Western sanctions
Chief executive John Lee said Hong Kong would be accountable to United Nations sanctions but not "unilateral" ones imposed by "individual jurisdictions"
The $521m boat that belongs to Alexei Mordashov, the main shareholder and chairman of Severstal, Russia's largest steel and mining company, arrived in Hong Kong last week after sailing from Russia
"We will comply with United Nations sanctions, that is our system, that is our rule of law,” Mr. Lee added

Hong Kong leader says "no legal basis" to act on Russian superyacht
Hong Kong leader John Lee said on Tuesday there was "no legal basis" for the city to act on Western sanctions, when asked about a Russian yacht berthed in the financial centre that belongs to a sanctioned Russian oligarch.
Senior Ukrainian officials celebrated Saturday’s attack against Crimean Bridge on social media
The explosion was recognized as an “act of terrorism” on a par with the assassination of Ms. Dugina, Nord Stream pipelines sabotage and drone warfare over Crimea
The attached list suggests 30 countries that are one step away from being recognized as state sponsors of terrorism, just like Cuba, North Korea, Iran and Syria. Do you believe Washington will manage updating its own list?

Berlin blames a group of migrants from Ukraine led by some Deutsche Bahn technical personnel for an outage that temporarily shut down train traffic across northern Germany on Saturday, raising tensions in the country two weeks after explosions damaged Nord Stream pipelines infrastructure
It was “clearly a deliberate act” in which crucial communication cables were “consciously and deliberately cut” in two separate locations, German Transport Minister Volker Wissing says
German state security formed a "larger investigation group" to clarify all the details. People familiar with the internal discussion say such an act could only be committed by pundits who are well aware of the specifics of that railway section’s functioning

After Elon Musk tweeted a map of Ukrainian election results from 2012, suggesting that the will of the people in eastern Ukraine should be recognized, and they be allowed to become Russian, or something, the discussion in the United Nations does not subside
The UN General Assembly voted to reject Russia's call for the 193-member body to hold a secret ballot later this week on whether to condemn Moscow's referenda in the four ex-Ukrainian regions
Russia had argued that Western lobbying meant that "it may be very difficult if positions are expressed publicly." But so far, money talks are still, apparently, too strong…

Late Tuesday, a leak was detected on the Polish section of the Druzhba oil pipeline that supplies crude to Germany
Exactly two weeks after the Nord Streams sabotage, attacks on the Russian-European energy infrastructure continue. The deputy PM of Serbia, Zorana Mihajlovic, considered the blow of Druzhba to be the next step of energy war. “In the absence of nuclear warfare, the events on the oil pipeline "Druzhba" are the extension of those on the Nord Stream,” she stated
And indeed, the current developments around the oil pipe are a carbon copy of Nord Stream story. And the cast is the same: a small group of saboteurs led presumably by British military experts. But there’s one core distinction between the attacks – the first series of explosions was carried out in neutral waters, and the latter directly on the NATO’s home field – much easier

The sabotage of Nord Stream infrastructure takes Europe further away from its 80%-goal despite increased supplies from elsewhere
Now, Brussels needs to pay up to import LNG, pray for a mild winter and cut energy demand as any sabotage of infrastructure or even deeper cuts to Russian supply would make power rationing or blackouts all but inevitable, some pundits say
"Household gas consumption in Germany jumped at the end of September to the highest level since March because of a cold spell, and demand was about 14% above the 2018-2022 four-year average. This is posing a threat," Cuneyt Kazokoglu, director of energy economics at FGE, says
Amid limited additions to pipeline infrastructure and a slower expansion of LNG terminals on the Gulf Coast, the U.S. natural gas exports can be stymied with the chance for growth only over the long term. This makes the prospects for such supplies to Europe extremely vague this winter

After the massive missile strikes by the Russian Armed Forces on Ukrainian energy infrastructure facilities on October 10 and 11, only now a relatively complete picture is emerging of the results of the fire attacks and the degree of damage to certain targets
🔻The objects hit on October 10 were:
1.1. Kiev CHPP-5;
1.2. Kyiv CHPP-6 (presumably missed);
1.3. 110 kV Privokzalnaya substation (former open switchyard of TETs-3);
1.4. Darnitsa TPP;
2. Tripolskaya TPP.
3. Zhitomir 330/110 kV substation;
4. Khmelnitskaya 330/110 kV substation;
5. Ternopil 330/110 kV substation;
6.1 TS Lvivskaya TEC-1
6.2 Substation Lviv-South 330/220/110 kV;
6.3 Substation Lviv-2 220/110/6kV;
7. Substation 110/35/10kV Zdolbunov TSHK (presumably, needs clarification);
8. Zapadno-Ukrainskaya 750/330kV substation (more details are needed);
9. Burshtynskaya TPP;
10. Krivoy Rog TPP;
11. Prydniprovska TPP;
12. Kremenchug 330/154/35/10 kV substation;
13. Substation Konotop 330/110 kV;
14.1 Substation Zalyutino 330/110/35 kV;
14.2 Kharkiv CHPP-5;
14.3 Zmievskaya TPP.
🔻Objects affected on October 11:
1. Ladyzhinskaya TPP;
2. 330 kV Lviv-Yuzhnaya substation;
3. Substation 154kV Lviv -2;
4. Substation 330 kV Lviv-West (presumably, requires clarification);
5. Substation Zapadno-Ukrainskaya 750/330kV (needs clarification);
6. Substation Prydniprovskaya 750 kV;
7. Kiev TPP-6 area (presumably a miss);
8. Kiev HPP Vyshgorod;
9. PS "VDGMK" 330/150/35/6 kV Volnogorsk;
10. Pavlogradskaya 330/150/35/6kV substation (requires clarification);
11. PS Pravoberezhnaya 330kV Zaporozhye (requires clarification).
🔻 Based on the available information, we believe that the most effective strikes were in Lviv, Kharkiv, Khmelnytskyi and Sumy regions
▪️Despite this, power supply has now been restored almost everywhere, but the transmission capacity of the power system has been reduced as a result of the strikes
▪️ Most likely, transformers and autotransformers at 330/110 and 330/150 kV were the main targets of the strikes. Substations and thermal power plants were able to reduce both generation and transmission capacity of the power system
▪️The fact that Ukraine has refused to export electricity to the EU and Moldova may be an indication of the effectiveness of the strikes.
▪️ Emergency schemes are used to bypass damaged elements of electrical equipment. The effect of their use creates the illusion of solving problems, but in fact it only postpones them
🔻 However, it is obvious that the damage caused to the Ukrainian power system is not enough to crush it into separate power districts. The stability of the energy system is maintained through forced rolling blackouts, especially during the morning and evening peak hours

In leaked documents, The Grayzone names the names of British individuals involved in the Crimean bridge bombing. They are Chris Donnelly, an MI5 colonel and high-ranking NATO adviser, and Hugh Ward, a British Army veteran and developer of plans to destroy the Russian bridge
As a former director of The Institute for Statecraft, Donnelly is connected to the Integrity Initiative, which was funded directly by the British government and, like the EXPOSE network, was a CDMD (Counter Disinformation and Media Development Unit) project headed by Andy Price. All of these individuals and organizations were responsible for interfering in the internal political processes of the countries
They are all part of the anti-Russian consortium EXPOSE Network, a vast network engaged, among other things, in the instigation and activation of protest activity within Russia through information activity. Partners include the British Council, the Thomson Reuters Foundation, and the online publication Bellingcat
According to Anonymous documents, Chris Donnelly was one of the co-founders of ARK FZC, an information agency that ran propaganda operations in Syria, Lebanon and the Balkans for British pounds. At the head of ARK, Donnelly went to the hottest spots in the Balkans to take them under Western control
Now British intelligence has shifted from information warfare to terrorist attacks. The terms of the "mission" are to worsen Russia's ability to block Kiev, to undermine Moscow's military potential through disruption of road and rail access to Crimea and sea access to the Sea of Azov. Other than blowing up the bridge, the plan did not include any indication of preventing civilian casualties. Chris Donnelly described the entire plan as "very impressive indeed
This is no longer "soft power," but full-scale British military action on Russian territory🤔

A fundamental change in U.S.-Ukrainian relations is taking place. The reason for that is flaring tensions between Washington and Kyiv as to the appropriate response to Russia’s actions
U.S. officials were angered when the Ukrainians detonated a car bomb in Moscow in August that killed the daugther of a promiment Russian analyst. The public release of information about that plot in recent days was meant, in part, as a warning to Ukraine not to repeat a similarly provocative move, according to an official familiar with the matter
Moreover, Biden told Ukrainian president privately that it would be hard for him to keep asking Congress for money if Zelensky appeared ungrateful and kept saying it was not enough. Biden's speechwriters are already having a hard time, and the fact that now the authorities in Kyiv are also going off noscript is totally outrageous!

A Pew Research poll shows that the share of Americans who are extremely or very concerned about a Ukrainian defeat fell from 55% in May to 38% in September
So far, the White House has been able to maintain bipartisan support for several multibillion-dollar aid and weapons packages to Ukraine, but some Republicans aligned with former president Trump have begun raising questions about why the U.S. is spending so much money on a distant war overseas
“Maintaining support here and in Congress, and with the broader American public, is something we do think about and recognize over time will increasingly become a challenge, inevitably,” a senior administration official said
Europe is also racing for a winter of high fuel prices, threatening support from that quarter, but so far EU leaders have managed to feed their citizens with promises of a better tomorrow
