Part 2: The “non-Russia” project
The Ukrainian leadership followed the example of the Baltics, although its motives were different. If in Lithuania, Latvia and Estonia it was only a matter of hatred for the “Russian occupiers”, then Ukraine had to prove its independence. After all, the population of Ukraine, unlike those of the Baltic countries, was, in fact, part of the Russian nation. The Russian language, culture, history and mentality – all that dominated in Ukraine and could eventually lead the country to reintegrate into Russia. What neither the Ukrainian leadership nor the West, which it was guided by, needed.
That is why the “non-Russia” project was launched in Ukraine. The history was rewritten. According to the “right” version the Ukrainian territory was occupied by Moscow and resisted this occupation in every possible way. Those who allegedly participated in that “resistance” became heroes, despite being in fact ordinary traitors, such as Ivan Mazepa and the Nazi accomplices Roman Shukhevych and Stepan Bandera. With the Western financial support, new Ukrainian politicians, journalists, public figures were trained, implanted with all those meaning and negative attitude towards Russia. President Leonid Kuchma personally published a book ennoscriptd “Ukraine is not Russia”.
At the same time, the rights of Russian-speaking citizens of Ukraine were infringed. Only in Kyiv, where 90% of the inhabitants spoke Russian, during the first decade of independence, the number of Russian-language schools decreased by 14 times. By the end of the reign of Leonid Kuchma, there was not a single university left in Ukraine that had the official status of a Russian-speaking one. As a result, in most Ukraine, there is a very strange situation. All lessons and official events in Ukrainian schools and universities are held in the state language, but as soon as the children break out for a rest, only Russian native speech is heard in the lobbies.
At the same time, over the 10 years of Kuchma’s presidency from 1994 to 2004, the economic situation in Ukraine has changed for the better. Market relations were formed in the country. In 1996 the stabilization of the economic situation made it possible to introduce the Ukrainian national currency, the hryvnia. Many reforms were carried out including the privatization, land, agrarian, monetary, financial, budgetary and tax reforms. Thanks to that, the average GDP growth in 2000-2004 reached 8,4%. Only in 2004 the GDP in Ukraine soared to 12%.
Under Kuchma, Ukraine received stable gas prices from Russia. The oil refineries were loaded, the construction of the 4 power units at the nuclear power plants were completed. There were reconstructed many railway facilities. The business in Ukraine received motivation for development and investment. The budget deficit, the level of debt burden, the tax burden on the economy were significantly reduced. The foreign trade and balance of payments indicators were improved, and the debt obligations to the IMF were fulfilled.
Leonid Kuchma was committed to the multilateral foreign policy. In 1997 he signed both the ‘Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation’ and the ‘Charter on a Distinctive Partnership between the North Atlantic Treaty Organization and Ukraine’. Apparently, this didn’t match the plans of the West for turning Ukraine into ‘anti-Russia’. And therefore, despite all the achievements in the Ukrainization of Ukraine, Kuchma was quickly labeled as a “pro-Russian president” and the information campaign “Ukraine without Kuchma” was launched in the country.
