Presumably, the "first stage" was the decision to mix Russian oil in half with other oil and sell it as "anything but Russian oil".
And the "exceptions" are, apparently, the complete absence of accession requirements, otherwise Budapest will veto the sanctions package🤷‍♂️

‼️European Union intends to take a pause for at least six months on the decision to limit oil embargo from Russia

The sixth package of sanctions on 🇷🇺Russia, which is now being actively prepared by the 🇪🇺European Union, involves the refusal of oil imports from Russia for six months. It is reported by The Wall Street Journal, citing familiar with the course of the discussion of the two European officials

They note that the central element of a new package of restrictive measures will initiative that the EU countries did not buy more Russian oil products by the end of this year. At the same time for 🇭🇺Hungary and 🇸🇰Slovakia will be made special preferences: they will be given 20 months to refuse imports of Russian energy carriers
