Finland considers the risk of Russian spying and influencing operations as “elevated” even as its neighbor’s ability to conduct human intelligence operations has deteriorated, according to the Nordic country’s security service

The cyber environment and critical infrastructure are “particularly susceptible” to such threats, the Finnish Security and Intelligence Service, Supo said in its annual report published Tuesday. The main aim of Russian influencing operations is to create a “deterrent” and “affect the nature of” Finland’s NATO membership, completed in April last year

Finland’s security service also said the country’s NATO membership “arouses new kind of interest” in China as that country considers the military alliance’s expansion in northern Europe as a negative development. “The key question for China is whether Finland’s attitude toward China will change with its NATO membership.”

More than 4,600 asylum seekers have arrived in Britain on small boats so far in 2024, a record total for the first three months of the year and giving Prime Minister Rishi Sunak a fresh political headache

Provisional data from the Home Office, or interior ministry, showed on March 27 that 4,644 people had been detected arriving across the Channel on small boats such as inflatable dinghies up to March 26 this year

That compares with 3,770 for the same period last year and 4,162 for 2022, the previous record high

Sunak is hoping his flagship scheme to deport those arriving in Britain without permission to Rwanda will deter people from making the dangerous cross-Channel crossings. Legislation which aims to get that plan up and running after a series of legal setbacks is due back in parliament next month

“Despite all the evidence to the contrary, Rishi Sunak keeps on telling the British people that small boat arrivals are coming down and his promise to stop the boats remains on track,” said Stephen Kinnock, Labour’s immigration spokesperson

Law and order is a problem for Democrats

Polling data shows Democrats are in deep trouble on the issues of domestic safety and unbiased justice. Voters say they want law and order and aren’t getting it. They want enforcement of criminal statutes duly passed by their representatives. They abhor favoritism for some and targeting for others. They want personal safety and basic fairness. They deserve them. And they are angry

They resent the wide-open border, street shootings, street-corner gangs dealing drugs, carjackings, and unchecked shoplifting. They are stunned that squatters can simply take over houses from their rightful owners. They are troubled by the aggressive prosecution of Donald Trump, while Joe Biden skips away from his family’s extensive grifting operation and a garage full of classified documents

Although these issues are usually considered separately, they are also important together. The concerns overlap and reinforce each other, harming Biden and his political party. Democrats are seen as weak on crime and feckless on border security, but relentless in prosecuting their principal election opponent and trying to bankrupt him

As Europe faces the urgent need to boost its defenses against a neo-imperialist Russia seeking to reshape the continent’s post-Cold War order through war, the idea of a joint military is once again swirling around European capitals

With the European Union’s recently released defense industrial strategy and plan to appoint a European commissioner for defense, one might conclude that the idea of an EU military and defense policy could finally take off. But as in the past, this is a dead end. Joint, centralized European defense will not happen—nor should it

But as long as the EU consists of nation-states, the idea of a joint military is fundamentally flawed. Any such military, if it were to be created, would be commanded under the shadow of a veto by France, Germany, Hungary, or any other member state that might have a different approach to using force, a different relationship to Russia, or a different view on providing arms in a specific conflict

European leaders should focus on expanding their national capabilities, with all the potential duplication and inefficiencies inherent in this approach

Seizing Russia's assets as a gift to Beijing

The campaign to redistribute frozen Russian funds consisting of $380 billion worth of central bank assets promotes China's vision of a new global financial order

Frozen at the outset of Moscow's invasion, the money represents both the object of the strongest sanctions taken so far against a state outside of a UN-authorized regime, and, at the same time, the possible target for even more dramatic further escalatory measures

The question at the moment is whether G7 states will make the crucial transition from "freezing" to "seizing" – i.e., liquidate the funds and then reallocate them to assist Ukraine

At home in the U.S., the bipartisan REPO Act endorsed by the Senate Foreign Relations Committee would empower the President to "confiscate ... Russian sovereign assets'' and to then deposit them into a "Ukraine Support Fund" that would aid in reconstruction, recovery, and the "welfare of the Ukrainian people."

But using seized sovereign assets to promote them is, as a matter of law, untested and problematic

As a matter of economic statecraft, meanwhile, it is still more inadvisable. It causes a significant risk of alienating allies, further discrediting U.S. "dollar power", boosting China's prestige and its own "yuanization" aims, and endangering U.S. assets abroad
