When can MI take over investigations for the 3 letter agencies? What conditions must present itself?

How can the DoD take over FBI investigations? Why is Trump demanding the release of the FBI warrant IMMEDIATELY?? Why are they NOT confirming nuclear documents???

DoD Directive 3150.08 "DoD Response to U.S. Nuclear Weapon and Radiological Material Incidents"

A nuclear weapon incident is, as defined:

"An intentional act attempting damage, theft, unauthorized use, unauthorized movement, or loss of control of a nuclear weapon or nuclear weapon component involving suspected criminal or terrorist activity."

So if the FBI announces that this is what they were looking for...
