Tulsi Gabbard says that the excuse for not sounding the siren is bullshit because if it's a tsunami they get a warning days ahead and that didn't happen which means the citizens would have known that. Therefore, that alarm sounding could have saved lives and the people would have known intrinsically that it was not a warning about a storm and would not have ran up towards the flames.
