Nuclear weapons are governed by the Law of War, the same as conventional weapons. They must be aimed at military objectives. The Deep State is using propaganda to make Putin appear like a war criminal via projection.
Chemical weapons are prohibited by any Party to the Chemical Weapons Convention, of which Russia is Party to.
