📰 NEWS | Venezuela Urges ‘Good Faith Negotiations’ on Essequibo Territorial Dispute

Venezuela commemorated the 60th anniversary of the 1966 Geneva Agreement by reaffirming its claim over the 160,000 square-kilometer Essequibo territory and urging Guyana to pursue “good faith negotiations.” Caracas said the agreement is the sole valid mechanism to resolve the dispute and rejected the jurisdiction of the International Court of Justice.

Guyana responded that the Geneva Agreement did not annul the 1899 Arbitral Award and noted that in 2018 the UN Secretary-General referred the case to the ICJ as the final means of settlement. Oral hearings are set to begin in May 2026.

Venezuelan Acting President Delcy Rodríguez met US Southern Command (SOUTHCOM) chief Gen. Francis Donovan at Miraflores Palace on February 19.

According to the presidential press office, both sides agreed to work on a bilateral cooperation agenda targeting drug trafficking, terrorism and migration. The meeting included Interior Minister Diosdado Cabello and Defense Minister Vladimir Padrino López.

SOUTHCOM confirmed the visit, stating that discussions addressed “shared security across the Western Hemisphere” and the Trump administration’s “three-phase plan” for Venezuela: stabilization, economic recovery and reconciliation, and transition.

Donovan’s trip follows recent visits to Caracas by CIA Director John Ratcliffe and Energy Secretary Chris Wright, amid ongoing diplomatic engagement between Washington and Caracas after the January 3 US military operation.

📰 NEWS | Trump Administration Mandates Venezuelan Oil Royalties, Taxes Be Paid to US-Run Accounts

The Trump administration has mandated that all royalty, federal tax and dividend payments from Venezuelan oil production be deposited into accounts managed by the US Treasury, according to updated sanctions guidance published February 18.

Since January, Washington has also taken control of Venezuelan crude export proceeds, first directing revenues to a US-administered account in Qatar and now to a US Treasury account. US officials have stated that Caracas must submit a “budget request” to access the funds.

At least $500 million of an estimated $2 billion initial arrangement has reportedly been returned to Venezuela. Meanwhile, OFAC’s General License 50A authorizes select Western firms (including BP, Chevron, Eni, Repsol, Shell and France’s Maurel & Prom) to conduct hydrocarbon transactions with PDVSA under specified conditions.

Venezuela’s National Assembly has passed the Amnesty Law for Democratic Coexistence, establishing a blanket amnesty for crimes committed in the context of political violence between 1999 and 2026. The legislation references events including the 2002 coup attempt, the 2014 and 2017 protests, and unrest following the July 2024 presidential elections.

Article 7 excludes serious human rights violations, crimes against humanity, war crimes, homicide, corruption offenses in public office, and drug trafficking with sentences exceeding nine years.

Parliament created a Special Monitoring Commission to oversee implementation. According to its president, 379 amnesty requests have been processed, with further cases under revision.

According to producer representative Víctor Martínez, agribusiness firms are offering $0.32–0.38 per kilo ahead of harvest, compared to $0.50–0.55 last year. Producers have set a $0.70 per kilo target in negotiations, citing rising input costs and lack of credit access.

Growers also report financing agreements in which companies provide inputs and collect up to 60% of the crop as payment. Campesino organizations are considering a rally in Caracas. Government officials have not yet commented.
