Armitage III, OVA 1995
Another 90s hidden OVA. A poor man's Ghost in the Shell. Despite it's shortcomings in plot and pacing department (those are really not up for scrutiny) it punches above it's weight in terms of vibes and visuals. It offers the classic 90s aesthetics - unfiltered and unBlu-Rayed in all it's 800x600 glory, solid colors and smooth hand drawn animation. Cityscape shots go especially hard, scratching that old school sci-fi/cyberpunk itch.
Overall, it's a solid piece, a product of it's time. Definitely worth your time if you're a sucker for hand-drawn animation from the Golden Age of anime.
