ANALYSIS:

This bill creates an exemption from the criminal code for orderly and peaceful assembly:

1 New Paragraph; Breaches of the Peace and Related Offenses; Disorderly Conduct. Amend RSA 644:2 by inserting after paragraph VI the following new paragraph:

VII. Notwithstanding any other provision of law, it shall not be a crime or violation to peacefully assemble, demonstrate, or protest in a public place in an orderly and peaceful manner. Any municipal ordinance that is contrary to this paragraph shall be void and without effect. In this paragraph, "orderly manner" means not engaging in conduct prohibited under paragraph II(c) or paragraph III of this section.

2 Effective Date. This act shall take effect upon its passage."

In 2021, several European countries reported cases of unusual, life-threatening blood clots in the brain, known as cerebral venous sinus thrombosis (CVST), in people who had received the Oxford-AstraZeneca vaccine for coronavirus disease 2019 (COVID-19). Many of these people also had thrombocytopenia, a condition that occurs when there are low platelet levels in the blood. Platelets are blood cells that help the body form clots to stop bleeding. In the United States, a number of cases of CVST and thrombocytopenia were also reported in people who had received the Johnson & Johnson/Janssen COVID-19 vaccine.

One of the causes for concern among the researchers, physicians, and generally the whole community from the onset of vaccination has been the adverse effects (specifically blood clots) that may be observed after the injection of the COVID-19 vaccine. In some countries, such concerns have even resulted in the temporary or permanent discontinuation or abandonment of the application of some vaccines (especially AstraZeneca and Janssen). By evaluating rigorous studies published on this subject, the present article is aimed at identifying the association between blood clot incidence and COVID-19 vaccination. Various methods for producing the COVID-19 vaccines are analyzed, along with their possible pros and cons as well as common and rare side effects, especially VITT and blood clots. Finally, the differences of various vaccines on thrombotic events, WHO recommendations for VITT treatment, and blood clots statics are discussed.

The advent of the coronavirus disease (COVID-19) vaccines has raised hopes of an end of the COVID-19 pandemic. As of June 2021, the European Medicines Agency (EMA) has now authorised four vaccines against the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the virus that causes COVID-191. Of these, two are mRNA vaccines: BNT162b2 mRNA (manufactured by Pfizer-BioNtech, approved on 21 December 2020) and mRNA-1273 (Moderna, 6 January 2021); and two are adenovirus-based vaccines: ChAdOx1 nCoV-19 (Oxford–AstraZeneca, 29 January 2021), from now on ChAdOx1, and Ad.26.COV2.S (Janssen, 11 March 2021).
