Throughout the speech, Biden used religious tones:

Local believers must register and make an appointment through an application called “Smart Religion,” developed by the Ethnic and Religious Affairs Commission of Henan Province… Applicants must fill in personal information, including name, phone number, ID number, permanent residence, occupation, and date of birth, before they can make a reservation. Those who are allowed into the church must also have their temperature taken and show a reservation code… The big data platform “Smart Religion” of the State Administration of Religious Affairs also introduced big religious data and artificial intelligence. The overview of this product utilizes technologies such as big data, artificial intelligence, electronic maps, mobile web, and 720-degree VR panoramic map. Just like how the government authority, in the time of Esther and in the time of Daniel, was used by satan to try and force God’s people to break God’s law in face of imprisonment, persecution or even death, he will again use them in our time to repeat its mandate as this was his favorite attack to God’s people. But the true and obedient Christians will not have any fear nor doubt at all in the coming crisis for they have a God of refuge, they have the assurance of protection in the time of trouble just like how God delivered His faithful of old from certain calamity.

Let’s add some history here, these paths of the sea were unknown. Matthew Fontaine Maury was first to post an ocean current chart in 1847. Matthew Fontaine Maury read Psalms 8, then he went in search of "the paths of the sea". Here is a quote from a biography authored by his son:
"At one time, when Commodore Maury was very sick, he asked one of his daughters to get the Bible and read to him. She chose Psalm 8, the eighth verse of which speaks of "whatsoever walketh through the paths of the sea", he repeated "the paths of the sea, the paths of the sea, if God says the paths of the sea, they are there, and if I ever get out of this bed I will find them." - Work of Matthew Fontaine

The word "circle" translates as sphere according to Gesenius’ Hebrew-Chaldee Lexicon:
H2329 - m. a circle, sphere, used of the arch or vault of the sky, Pro 8:27; Job 22:14; of the world, Isa. 40:22.
This same word is used to describe the sky:

There will be much dissatisfaction with self, as he views his own heart so deeply stirred, surged with passion that seems to bear all before it, and then follows remorse and sorrow and repentance, followed by peace and deep hidden joys, because he knows, as his faith grasps the promises that are revealed in God's Word, that he has the forgiving love of a longsuffering Saviour.
