Apparently that poor woman has been there for a while.
Please note, there are riots happening in Minneapolis 3rd Precinct as well as downtown St Paul, they are not as active as what we're seeing at Uni & Snelling

Generally, don't put weird shit in your eyes. Your skin can take far more abuse.
Mint oil is caustic when it isn't diluted. Using it on eyes may just give you a new problem. NO MINT. Irritant compounds like CS are acidic. Many DIY solutions seem to focus on using bases to neutralize the acid. Saline solution may not be the most effective, but it's the safest bet!
