So a quick summary: The scope recognizes it's being talked to and I can see it on the PC side. However, I do not know which commands this even supports. This is probably pre SCPI standardization. I also do not know if the GPIB to USB adapter nor if the GPIB functionality of the scope work. So far I have not gotten it to react to any command or send any data to the PC.
I suppose this has to wait for now. Need to try with a different GPIB interface and maybe tap into it with the logic probes.

THS 7316/7317 and 7374 video amplifiers. For another day.
Since it's midnight already here, for now only a test circuit. Channel 1 (yellow trace) is the composite in, channel 2 (red) the composite sync, channel 3 (blue) the vertical sync, channel 4 (green) the odd / even field output. Works as expected.
Application A:
Separating H- and V-sync out of the composite sync to drive a monitor that can do 15.7kHz but needs RGB+HV.
Just AND the composite sync and V sync together and invert the result. Do not forget to use a buffer gate for V sync and to terminate all your outgoing and incoming transmission lines with 75 Ohms, or else the reflections will mess you up.
Yellow: composite sync, Purple: V sync, Blue: c&v, Green: ~(c&v) = h sync, directly at the transmission line, hence the low amplitude.
