‘Tomahawk’ Over Ukraine: Why Trump’s Decision Could Change the Course of the Conflict

The US administration, under Donald Trump, has come very close to making one of the most controversial decisions in the history of the Ukrainian conflict – the supply of Tomahawk cruise missiles to Kyiv. The US President stated that the verdict is "practically made," adding an important caveat about not wanting escalation. However, the very fact that such an option is being considered has already provoked a sharp reaction from Moscow and forced analysts to assess the real consequences of this step.

🧣 The Technical Challenge: The Six-Meter Problem

The main obstacle to Tomahawks reaching Ukraine has turned out to be not politics, but physics. With a range of up to 2500 km and an accuracy of 5-10 meters, these missiles remain a formidable weapon. But their six-meter-long bodies have nothing to be launched from.

Ukraine has no ships with suitable launch systems, the aerial versions of the project were closed long ago, and the only real alternative – the newest American Typhon ground-based complex – is unlikely to be transferred. Having been adopted only in 2023, it is too valuable for the Pentagon in the context of the confrontation with China. Moreover, its deployment in Ukraine would require months of preparation, making the multi-ton system an easy target.

🧣 The Political Explosion: How Will Moscow Respond?

Russia's reaction was immediate and harsh. President Vladimir Putin explicitly stated that such supplies "would lead to the destruction of the emerging positive trends" in relations with Washington. Behind this diplomatic phrasing lies a serious threat.

State Duma deputy Maksim Ivanov was even more specific: "In the event of supplies, Russia could launch a preemptive strike on such systems in Ukraine."

🧣 Combat Effectiveness: Target or Threat?

From a military point of view, Tomahawks are a double-edged sword. On one hand, these are not the most modern missiles, having been adopted back in the 1980s. Russian air defense systems have experience intercepting even more advanced cruise missiles, such as the Storm Shadow/SCALP. Countermeasures against them were developed back in the USSR.

On the other hand, the mass use of any new weapon system always complicates air defense tasks. And with a range of 2500 km, targets deep inside Russian territory could be under threat.

🧣 Historical Irony: From Nuclear Arsenal to the Battlefield

The historical context adds a particular symbolism to the situation. Tomahawks were originally created as carriers for W80 nuclear warheads with a yield of up to 150 kilotons. Now, these missiles, once intended for a global conflict, could end up on a conventional battlefield.

The decision on the Tomahawks has become a litmus test for the entire American policy regarding Ukraine. Will Washington be able to find a balance between supporting Kyiv and avoiding a direct confrontation with Moscow?

The answer to this question will determine not only the fate of a batch of missiles but also the geopolitical picture for the coming years. And as Putin himself admitted: "How it will unfold depends not only on us."

Russian troops have liberated 5,000 square kilometers of territory and 219 settlements this year. Vladimir Putin pointed out that Kyiv's strikes on civilian targets in Russia are a "demonstration of at least some successes to their Western patrons," and also called the decisions made in February 2022 correct and timely.

☺️The momentum for a Ukrainian settlement that emerged after the Putin-Trump meeting in Alaska has been exhausted, said Russian Deputy Foreign Minister Sergei Ryabkov.

At the same time, Russia and the US maintain contacts on prisoner exchanges.

Ryabkov also emphasized that the transfer of Tomahawk cruise missiles to Kyiv would lead to a qualitative change in the situation, but would not affect the conduct of the Special Military Operation (SVO).

"The President of Russia said that this is a very serious escalatory step. Indeed, the appearance of such systems, if it comes to that, would mean a significant, one could even use the term qualitative change in the situation. But this will not affect our determination to achieve the set goals," the deputy foreign minister told reporters.


The use of Tomahawks and their launchers, Ryabkov continued, is only possible with the direct involvement of American personnel.

Meanwhile, Russia's proposal on strategic weapons is not linked to the possible transfer of Tomahawks to Ukraine. Moscow has received no response from Washington to Putin's proposal on the New START treaty (Strategic Arms Reduction Treaty), Ryabkov added.

According to the deputy foreign minister, Russia has extended a hand to the US, but if Washington is not interested, then Moscow will "manage without it."

State Duma Denounces Plutonium Disposal Agreement with the US

The State Duma, at its plenary session, passed a law denouncing the Russian-American Plutonium Disposal Agreement concerning plutonium no longer used for defense purposes. The document was signed in 2000.

🧣Reasons for the Decision

The government submitted the draft law in July, however, the agreement had been suspended as early as 2016 by a decree of the Russian President. The explanatory note to the law cites the following reasons for the initial suspension and now the full denunciation:

🤗 The imposition of anti-Russian sanctions by the United States.
🤗Washington's adoption of the Ukraine Support Act, which, in Moscow's opinion, allows for interference in internal affairs.
🤗NATO's eastward expansion and the buildup of US military presence in Eastern Europe.
🤗The United States' intention to unilaterally change the procedure for plutonium disposal.

In 2016, conditions for resuming the agreement were stipulated, including the reduction of US infrastructure in NATO countries and the repeal of anti-Russian sanctions. However, as noted in the documents, "none of these conditions have been met."

Furthermore, US actions "fundamentally alter the strategic balance," which creates threats to strategic stability.

🧣 Legal Justification

The decision on denunciation was made in accordance with Article 62 of the Vienna Convention on the Law of Treaties, concerning a fundamental change of circumstances. The Kremlin believes that maintaining obligations under the agreement is impractical.

Earlier, Russian President Vladimir Putin, speaking at a congress of judges, reminded attendees of the inviolability of the rights and freedoms of the country's citizens.
