The Deal still calls for the creation of a “Reconstruction Investment Fund” which Ukraine would funding through 50% of all revenue from the extraction of minerals, oils and gas, however the demand that Ukraine continue to contribute until the fund reaches $500 billion has been dropped as well as a stipulation that the fund be 100% controlled by the United States; with a section stating, “The Government of the United States of America intends to provide a long-term financial commitment to the development of a stable and economically prosperous Ukraine - so as to invest in projects in Ukraine and attract investments to increase development.” Lastly, the draft contains a provision on the development of mining projects in what the text calls territories “temporarily occupied by the Russian Federation, in the event such areas are de-occupied,” which is where much of Ukraine’s mineral wealth is located.

However, in 2021 despite protests from the Canadian Government, the Biden Administration pulled approval for the Pipeline, for what they claimed were “Environment Concerns” leading the Pipeline to be canceled by TC Energy. President Trump in a Post tonight on Truth Social, urged TC Energy to resume planning and construction of the Pipeline, with him stating, “The Trump Administration is very different (from the Biden administration) - Easy approvals, almost immediate start! If not them, perhaps another Pipeline Company. We want the Keystone XL Pipeline built!”
