Dear members of the Hebrew University community,

Last Friday, a number of members of the University Senate submitted a request for the Senate to convene today, in order to adopt decisions regarding how the University will operate in the coming period, in light of the planned moves in the political and public arena. Due to the importance of achieving agreement and cooperation between University Management, the University Senate and faculty members, we (the President and I) held many conversations over the weekend with faculty members who proposed and formulated a resolution text agreed upon by University Management and members of the Senate who submitted the meeting request. As a result, the request to hold a meeting of the University Senate was withdrawn, and instead a vote was held today at noon by members of the Senate to approve the joint resolution presented here as follows:

University Management and members of the Senate call on the government to immediately cease promotion of the legislation regarding the selection of judges. Following previous statements by University Management, and previous decisions of the University Senate, which warned against the legislation promoted by the government—legislation which is expected to seriously harm Israeli democracy, the Hebrew University will act as follows:

1. The teaching and research activity at the Hebrew University in the coming week will be adjusted, to allow members of the university community, academic staff, administrative staff and students, to take an active part in public demonstrations. University Management will determine that for one day (to be determined in coordination with other universities) classes will not be taught and instead activities will be allowed on and off campuses, primarily discussion circles. During the rest of the week, we will have various activities on and off the campuses. The meaning of inclusion is that we will allow lecturers and students to take part in various activities related to the public struggle, as they choose. We will ask lecturers who teach to make class material available to students who will not participate in class. Lecturers who choose not to teach during these days will complete the material later in the semester. We will apply the inclusion policy to administrative staff as well.

2. The University Management's position is that the point of no return from a legal and political point of view is the government's refusal to accept the High Court's rejection of the law for the selection of judges or an interim order in the matter, if so determined. In such a case and at this point in time, in the hope that we will not reach it, University management will support very significant steps that were not taken by university management in the past, we will do this as much as possible in coordination with other universities.

This is the decision that was made (by a large majority). Other universities made similar decisions today or are expected to make them tomorrow.

Dear friends, now I want to address you on a personal note,
I know that despite the large majority in the Senate, there are still quite a few in our community—among academic and administrative staff and the students—who have difficulty accepting the wording of the decision. Some feel that the wording of the decision leans too much to one side, while others think that the decision is not radical enough. I accept and embrace the criticism as well as the critics. We must continue to remember that it is our duty to accommodate different opinions, and to call for dialogue and moderation. I believe that each and every one of us who wants to ultimately maintain the strength of Israeli society, must recognize that no side in this terrible debate should win.

At the same time, the current situation requires us to act. The University is a space for raising ideas and creating knowledge.
