Unfortunately, the prefix "in-" has different meanings which makes it confusing for learners.

inappropriate = not appropriate
invaluable – very valuable
inconceivable – not conceivable
inflammable – very flammable

The infinitive "to increase" is strong and direct, but the progressive infinitive "to be increasing" is weaker and indirect.

APPRISE = to inform
