Kellogg sugirió que las tropas británicas y francesas podrían establecer zonas de control en el oeste del país como parte de una "fuerza de reasentamiento", con el ejército ruso en el este.

Kellogg suggested that British and French troops could establish control zones in the west of the country as part of a "resettlement force," with the Russian army in the east.

For Kellogg, NATO forces west of the Dnieper River would not be a provocation to Moscow at all.
