🇪🇺🇺🇦 Europe is preparing a plan to allocate 20 billion euros to Ukraine - if it fails to approve a package of 50 billion.

According to the Financial Times, this is an alternative plan in case Hungary again blocks a common EU decision (as it did in December).

The scheme involves countries providing credit guarantees to the EU budget, which will allow the European Commission to borrow up to 20 billion on foreign markets and send it to Ukraine.

According to the publication's sources, the exact terms are still being discussed, and the final amount will be set "in accordance with the needs of Ukraine."

Not all EU countries can join this scheme, the publication writes. In addition, for Germany and the Netherlands it will require parliamentary approval.

The downside to this model is that it will be limited to loans and does not include grants.

Another option being considered is providing short-term loans to Ukraine. But it will require the consent of most EU countries.

Today the "omnibus" law package was formally introduced to the National Congress, congressmen from all parties and their teams are now pouring through the enormous document and going through each and every new law and law modification.

Here are some of the most notable changes so far:

🗳 ELECTORAL CODE: President Milei's mega project includes a change by which the complete lists are eliminated and the "Uninominal System per constituency" is created.
It is a system similar to that in the US: they divide the provinces into constituencies and vote for a national legislator and not a complete list. This means, that in each province there will be several constituencies. Then, taking CABA, a national representative would be elected per constituency (and not like now where a complete list is voted).
In the Province the division would be greater, but only one person would be voted in.
Milei's law proposal also included the repeal of the PASO (mandatory large primaries) and Vicepresident Villarruel met with the heads of the opposition blocs to implement the single ballot (Argentina currently has multiple paper ballots of which one is chosen and put inside an envelope, this system allows for ballots to be destroyed and stolen unlike a singular paper ballot which you can mark)

💲💰 DEBT: The Government will be able to take on foreign debt without the approval of Congress.

🖋🏛 EXECUTIVE POWER: Javier Milei asks that both the Congress and Senate delegate legislation for his government in: economic, financial, fiscal, social, pension, security, defense, tariff, energy, health and social, until December 31, 2025. Said period may be extended by the Executive Branch for the maximum period of TWO (2) years.
