🇪🇺🇺🇸🇷🇺🇺🇦Ambas iniciativas parten de una misma base, en la que se reafirma la soberanía de Ucrania, se establece un acuerdo de no agresión entre Kiev y Moscú, y se prevé un diálogo permanente entre Rusia y la OTAN para rebajar tensiones. Además, los dos planes coinciden en ofrecer garantías de seguridad a Ucrania, en limitar el tamaño de su ejército, y en lanzar un paquete masivo de reconstrucción, con inversiones en energía, infraestructuras, tecnología y minería. También se contempla la reintegración gradual de Rusia en la economía mundial, la supervisión del OIEA en la central nuclear de Zaporiyia, y un amplio programa humanitario con intercambios de prisioneros y reunificación familiar.
Pero las diferencias son profundas y determinan el sentido político de cada propuesta. La más importante es con respecto a las cuestiones territoriales y de política internacional. Mientras el plan estadounidense reconoce de facto como rusos Crimea, Donetsk y Lugansk, y congela la situación en Jersón y Zaporiyia, la versión europea elimina cualquier reconocimiento territorial, y propone que todas las negociaciones empiecen desde la actual línea de contacto sin validar anexiones.
Bruselas también elimina un punto especialmente sensible, el que sugería detener la expansión de la OTAN, una concesión que habría sido vista como una victoria estratégica de Moscú. Otra diferencia clave es el uso de los fondos rusos congelados, ya que el plan estadounidense prevé emplearlos en parte en proyectos conjuntos entre EE.UU. y Rusia, mientras que la UE, en cambio, insiste en que seguirán bloqueados hasta que Moscú compense plenamente los daños causados en Ucrania.
En materia militar, Europa propone un ejército ucraniano mayor —ochocientos mil soldados frente a los seiscientos mil del texto original— y, a diferencia de Washington, no quiere obligar a Ucrania a renunciar para siempre a ingresar en la OTAN; simplemente reconociendo que a día de hoy no existe consenso para admitirla.
La visión europea busca evitar cualquier validación de la expansión rusa y mantener abiertas opciones a nivel internacional para Ucrania. No obstante, el hecho de que se haya presentado una contra-oferta por parte europea, además de mostrar la voluntad de ser partícipe en la paz, muestra un interés por cerrar el conflicto. Al alejarse de posiciones maximalistas, la Unión Europea da pie a que la guerra termine.

🇬🇧Both initiatives share a common foundation: reaffirming Ukraine's sovereignty, establishing a non-aggression pact between Kyiv and Moscow, and envisioning ongoing dialogue between Russia and NATO to reduce tensions. Furthermore, both plans agree on offering security guarantees to Ukraine, limiting the size of its military, and launching a massive reconstruction package with investments in energy, infrastructure, technology, and mining. They also contemplate Russia's gradual reintegration into the global economy, IAEA oversight of the Zaporizhzhia nuclear facility, and a comprehensive humanitarian program including prisoner exchanges and family reunification.
However, the differences are profound and define the political implications of each proposal. The most significant difference lies in territorial and international policy issues. While the US plan effectively recognizes Crimea, Donetsk, and Luhansk as Russian territories and freezes the situation in Kherson and Zaporizhzhia, the European version eliminates any territorial recognition and proposes that all negotiations begin from the current line of contact without validating any annexations.
