🇪🇨🚓☄️Rises to Over 1,500 the Number of Criminals Arrested in Ecuador

👮‍♀️ According to a report released by the Armed Forces of Ecuador, approximately 15,400 operations have been carried out by the country, resulting, so far, in the arrest of 1,534 individuals, of whom 158 are being accused of terrorism.

➡️ The Ecuadorian government has identified over 20 criminal groups as terrorists and stated that they are responsible for "acts of violence, sabotage, and extortion." The Armed Forces reported conducting 41 operations against these groups, resulting in the death of five criminals.

📊 Additionally, the Armed Forces reported that, up to now, 27 prisoners who escaped from the prisons where they were serving their sentences have been recaptured, and 201 prison guards and administrative staff have been freed.

➡️ Among the materials seized during the operations by Ecuadorian security forces are hundreds of firearms, bladed weapons, explosives, ammunition, drugs, money, fuel, and mobile phones. Stolen vehicles and motorcycles have also been recovered.

‼️ According to information from the Ecuadorian newspaper El Universo, the country's Armed Forces stated that they will continue their operations INDEFINITELY, resembling the practice of a State of Emergency in El Salvador.

🇪🇺 Brussels audits EU states’ arms supplies to Ukraine

Brussels is conducting an audit of how much weaponry EU member states have provided to Ukraine since Russia’s full-scale invasion of the country, in response to claims that some capitals have failed to send as much as they could.

Western military and financial aid to Ukraine has dwindled in recent months, restricting Kyiv’s ability to defend against Russia’s attacks and launch counteroffensive operations and sparking concern that willingness to help Ukraine is ebbing after almost two years of war.

The audit comes as Brussels and Washington are struggling to find political consensus that would allow them to sign off on new financial aid packages to Kyiv together worth about $110bn.

The EU’s diplomatic service, the External Action Service (EEAS), is conducting the audit of weapons supplied by member states since Russia’s full-scale invasion of its neighbour in February 2022, three EU diplomats briefed on the plans told the FT. The EEAS aims to present the findings to capitals before a summit of EU leaders on February 1.

The audit will rely on submissions from member states in response to requests from the EEAS — which has already met resistance from some countries reluctant to provide complete data, according to one of the diplomats.

🇪🇺🇭🇺 The progressive Renew Europe bloc is preparing a vote of no-confidence against the president of the European Commission, Ursula von der Leyen, after rumours appeared of the Commission reportedly being willing to unfreeze more of Hungary's EU funds in order to convince Budapest to support the foreign policy of the EU regarding Ukraine.

Renew Europe is also moving forward with the procedure of stripping Hungary of its voting rights inside the European Council, but the resolution is still in the works.

In other news, a right-wing alliance is unofficially forming in the European Parliament as the center-right EPP voted together with the conservative ECR and right-wing ID blocs to unfreeze Erasmus funds for Hungary.

🇪🇨Archeologists uncover ‘lost valley of cities’ built 2,500 years ago in Ecuador

Archeologists have uncovered a cluster of lost cities in the Amazon rainforest that was home to at least 10,000 farmers around 2,000 years ago.

A series of earthen mounds and buried roads in Ecuador was first noticed more than two decades ago. Recent mapping by laser-sensor technology revealed those sites to be part of a dense network of settlements and connecting roadways.

The settlements were occupied by the Upano people between around 500 B.C. and 300 to 600 A.D. – a period roughly contemporaneous with the Roman Empire in Europe, the researchers found.

Residential and ceremonial buildings erected on more than 6,000 earthen mounds were surrounded by agricultural fields with drainage canals. The largest roads were 33 feet (10 meters) wide and stretched for 6 to 12 miles (10 to 20 kilometers).

🔶️ The situation on the Korean Peninsula is more dangerous than it has been at any time since early June 1950. That may sound overly dramatic, but we believe that, like his grandfather in 1950, Kim Jong Un has made a strategic decision to go to war. We do not know when or how Kim plans to pull the trigger, but the danger is already far beyond the routine warnings in Washington, Seoul and Tokyo about Pyongyang’s “provocations.” In other words, we do not see the war preparation themes in North Korean media appearing since the beginning of last year as typical bluster from the Democratic People’s Republic of Korea (DPRK or North Korea).

🔶️ The first obvious signs that a decision had been made and a decisive break with the past was underway came in the summer and autumn of 2021, apparently the result of a reevaluation in Pyongyang of shifts in the international landscape and signs—at least to the North Koreans—that the United States was in global retreat. This shift in perspective provided the foundation for a grand realignment in the North’s approach, a strategic reorientation toward China and Russia that was already well underway by the time of the Putin–Xi summit of February 2022 and Russia’s invasion of Ukraine. There are few signs that relations with China have moved very far, and, in fact, signs of real cooling in China-DPRK relations. However, ties with Russia developed steadily, especially in the military area, as underscored by the visit of the Russian Defense Minister in July and the Putin–Kim summit in the Russian Far East last September.

🔶️ The North’s view that the global tides were running in its favor probably fed into decisions in Pyongyang about both the need and opportunity—and perhaps the timing—toward a military solution to the Korean question. At the start of 2023, the war preparations theme started appearing regularly in high-level North Korean pronouncements for domestic consumption. At one point, Kim Jong Un even resurrected language calling for “preparations for a revolutionary war for accomplishing…reunification.” Along with that, in March, authoritative articles in the party daily signaled a fundamentally and dangerously new approach to the Republic of Korea (ROK or South Korea), introducing formulations putting South Korea beyond the pale, outside what could be considered the true Korea, and thus, as a legitimate target for the North’s military might. At the plenum last month, Kim made that shift crystal clear, declaring that “north-south relations have been completely fixed into the relations between two states hostile to each other and the relations between two belligerent states, not the consanguineous or homogenous ones any more.”

🔶️ Britain’s defence secretary has said the post-cold war “peace dividend” is over and that western countries need to prepare for further conflicts involving China, Russia, North Korea and Iran over the next five years.

🔶️ Grant Shapps warned on Monday that the world had moved to a “prewar” phase and that the Ukraine and Israel-Hamas conflicts had struck at the heart of the world order, as he called on allies to lift defence spending to meet the rising threat.

🔶️ “The era of peace dividend is over,” said Shapps in a speech at Lancaster House in London, where he set out his priorities for 2024. “In five years’ time, we could be looking at multiple theatres [of conflict] involving Russia, China, Iran, North Korea.

🔶️ “Looking at today’s conflicts across the world, is it more likely that the number grows or reduces? I suspect we all know the answer — it’s likely to grow,” he added.

🔶️ “We find ourselves at the dawn of a new era . . . moving from a postwar to a prewar world,” Shapps said. “Old enemies are being reanimated. New foes are taking shape . . . the foundations of the world order are being shaken to their core.”

Based on Mirai malware, self-replicating NoaBot installs cryptomining app on infected devices.

For the past year, previously unknown self-replicating malware has been compromising Linux devices around the world and installing cryptomining malware that takes unusual steps to conceal its inner workings, researchers said.

The worm is a customized version of Mirai, the botnet malware that infects Linux-based servers, routers, web cameras, and other so-called Internet of Things devices. Mirai came to light in 2016 when it was used to deliver record-setting distributed denial-of-service attacks that paralyzed key parts of the Internet that year.

🇨🇳🖨💴China is considering 1 trillion yuan ($139 billion) of new debt issuance under a so-called special sovereign bond plan, only the fourth such sale in the past 26 years, as authorities seek more money to finance intensifying efforts to shore up the world’s second-largest economy.

These new stimulus measures by Chinese President Xi Jinping’s government are the latest attempt to support an economy that is struggling to maintain momentum. China’s ongoing property crisis, deflation concerns, and weak domestic demand are weighing on economic activity and depressing market confidence. The new stimulus measure also shifts spending responsibility to the central government from debt-laden local Chinese governments that have struggled to fund various stimulus measures.

The design of long-term sovereign bonds means they are intended to be repaid over several decades, lowering the pressure on the government to make payments in the short term. In a research note, Goldman Sachs said the ultra-long bonds still “may not be able to address all the fiscal challenges,” but the issuance of such debt is a “likely toolkit” for fiscal easing this year. In October 2023, China’s legislature approved a plan to raise the fiscal deficit ratio for 2023 to about 3.8% of gross domestic product, well above the 3% set last March. That plan included issuing additional sovereign debt worth 1 trillion yuan in Q4 to support disaster relief and construction.
