Iran, Russia, and the United Arab Emirates are backing various sides in Sudan’s civil war to advance their interests in the region, complicating peace talks and exacerbating the violence and resulting humanitarian crisis.
Iran and Russia in particular are providing military supplies in pursuit of Red Sea naval bases that would enable both countries to threaten US economic and military interests in the Red Sea.
Somalia has turned to Egypt and Turkey to help counter a naval base agreement between Ethiopia and the de facto independent breakaway Somaliland region. Egypt and Turkey have benefited from this development to advance their own economic, military, and political objectives.
Their involvement has increased the risk of a broader regional conflict and prolonged the crisis to the detriment of US counterterrorism interests in Somalia and the local population.
Shifting regional alliances in the Middle East, have shaped some of the external engagement in the Horn of Africa and changed how Middle East powers are interacting with each other as they continue to compete for influence in the Horn of Africa and the Red Sea.
For example, Saudi Arabia and the UAE are increasingly at odds, helping to create room for Iran to re-engage with Sudan. Egypt and Turkey are also more aligned on foreign policy issues, which is evident in Somalia.

China's central bank on Tuesday unveiled its biggest stimulus since the pandemic to pull the economy out of its deflationary funk and back towards the government's growth target, but analysts warned more fiscal help was vital to hit these goals.
The broader-than-expected package offering more funding and interest rate cuts marks the latest attempt by policymakers to restore confidence in the world's second-largest economy after a slew of disappointing data raised concerns of a prolonged structural slowdown.

China's central bank unveils most aggressive stimulus since pandemic
The central bank will cut the amount of cash that banks must hold as reserves by 50 basis points.
China’s yuan hit a 16-month high on Tuesday, after stimulus measures infused broader markets with enthusiasm and boosted the euro, while the Australian dollar touched a 2024 peak after the central bank reiterated its determination to tame inflation.
Beijing’s new measures - including a planned 50 basis point cut to banks’ reserve requirements and the signaling of potentially more easing in lending rates, as well as property market support measures - gave the yuan a lift.
Although the yuan initially weakened in offshore trading after the announcement of the rate cuts, it then climbed steadily to be up as much as 0.38% at 7.0310 per dollar as the focus shifted to the potential boost to growth.
China-sensitive assets like stocks, commodities and the euro rallied in tandem.

China's yuan hit a 16-month high against the U.S. dollar on Tuesday after the country's central bank revealed new stimulus measures.
Prime Minister of Burkina Faso Apollinaire Joachimson Kyelem de Tambela has announced the country's intention to join BRICS during his meeting with Russian Ambassador to Ouagadougou Igor Martynov, the Burkinabe government said.
On Monday, the Burkinabe prime minister held a meeting with the Russian ambassador in Ouagadougou, during which they discussed bilateral cooperation in the spheres of nuclear energy, economy and politics.

The court order came in response to an appeal by Argentine prosecutor Carlos Stornelli after a previous ruling dismissed the complaint against both Venezuelan leaders.
Federal court members ordered that “the arrest warrants for Nicolás Maduro and Diosdado Cabello be executed immediately, and that their international arrest should be ordered via Interpol for the purposes of extradition to the Argentine Republic,” according to the resolution.

Mali, Niger, and Burkina Faso have announced a deal with Russia which will see them acquire telecoms and surveillance satellites.
The three West African countries, run by military juntas, have been struggling to defeat Islamist insurgencies for years and have turned to Russia for military support.
The technology will boost border surveillance and national security in all three countries, says Mali’s Finance Minister, Alousséni Sanou, adding that it would enable secure communications.
Sanou also said the satellites would help them to monitor and respond to floods, droughts, fires and other emergencies.
Mali, Niger, and Burkina Faso last year formed the Alliance of Sahel States - it was originally to boost military co-operation, but has since broadened.
They have hailed the remote-sensing satellite project as crucial for their security strategy, just days after Islamist militants attacked an airport in Bamako - far from the areas where the jihadists normally launch their assaults.
Ministers say the telecoms satellite will facilitate the broadcast of television and radio signals across their three countries.
It is also expected to provide internet and telephone services in inaccessible and underdeveloped areas within the Sahel.
