In accordance with Federal Laws No. 61-FZ of 31 May 1996 "On Defence" and No. 31-FZ of 26 February 1997 "On Mobilization Preparation and Mobilization in the Russian Federation" and No. 53-FZ of 28 March 1998 "On Military Duty and Military Service", I hereby decree

1. To declare a partial mobilization in the Russian Federation starting from September 21, 2022.

2) To call up citizens of the Russian Federation for military service by mobilization into the Armed Forces of the Russian Federation. Citizens of the Russian Federation called up for military service under mobilization shall have the status of servicemen performing military service in the Armed Forces of the Russian Federation under a contract.

3. Establish that the level of pay of citizens of the Russian Federation called up for military service upon mobilization in the Armed Forces of the Russian Federation shall be equal to that of servicemen performing military service in the Armed Forces of the Russian Federation under a contract.

4. Contracts of military service entered into by servicemen shall remain in force until the end of the period of partial mobilization, except in cases of dismissal of servicemen from military service on the grounds specified in this Edict.

5. To establish, for the period of partial mobilisation, the following grounds for dismissal from military service of servicemen serving under a contract, as well as of citizens of the Russian Federation called up for military service under mobilisation in the Armed Forces of the Russian Federation

(a) By age - upon reaching the age limit for military service

(b) For reasons of health - due to a declaration by a military medical commission that they are unfit for military service, except for those military personnel who have expressed a desire to continue military service on military posts that may be filled by such personnel

(c) In connection with the entry into force of a court sentence imposing a sentence of deprivation of liberty.

6. The Government of the Russian Federation shall:

a) carry out the financing of measures to carry out partial mobilisation;

b) to take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during partial mobilization.

8. The senior officials of the constituent entities of the Russian Federation shall ensure the connoscription of citizens for military service under mobilization into the Armed Forces of the Russian Federation in the number and within the time limits determined by the Ministry of Defense of the Russian Federation for each constituent entity of the Russian Federation.

9. To grant citizens of the Russian Federation employed in organisations of the defence industry the right to defer connoscription for military service under mobilisation (for the period of employment in these organisations). The categories of citizens of the Russian Federation granted the right to deferment and the procedure for granting such a deferment shall be determined by the Government of the Russian Federation.

10. This Decree shall enter into force from the date of its official publication..

The line of contact in the special operation zone is more than 1,000 km, it must be controlled, the Minister of Defense said.

Military service is compulsory in Russia, for men who turn 18 years of age. This group is not experienced enough to be mobilized.

Partial mobilization will apply to A) those in the reserve B) have combat experience C) have the military specialty required by the army. D) there is no talk and will not be about mobilization of recent connoscripts and students.

A total of 300,000 reservists will be called up.

Some initial thoughts on Russia’s partial mobilization:

First and foremost, this represents a new phase in the Russian-Ukrainian conflict, namely the fact that Russia is fighting the NATO alliance as opposed to just Ukraine.

To respond to this threat, Russia is creating a new reality of its own, namely to transition from a fight that had Russia working with allies and operating on foreign soil, to Russia defending the motherland. The partial mobilization is being conducted in parallel with political referendums that will see the Donbas and other Ukrainian territory be absorbed into the Russian federation.

This absorption will fundamentally alter the legal foundations of the conflict. While the referendums currently being considered only impact lands under current Russian occupation, Putin spoke of the need to free all of “Novo Rossiya” from the yoke of Ukrainian tyranny.

I believe the absorption of Ukrainian territory will be expanded at some point to include Odessa and Kharkov.

The mobilization of 300,000 men, as well as the announced goal of bringing all other units up to the standards of the Russian army, will not happen overnight. Russia will be forming new units, and this takes time.

I believe we will see a strategic pause while Russia completes its partial mobilization. This pause will be marked by heavy fighting as Ukraine will seek to disrupt the referendums and alter the geography of the battlefield. But once Russia consolidates the new territory politically, and accrues the necessary military capacity, I believe we are looking at the physical destruction of the Ukrainian nation as the endgame for this conflict.

I also believe there is nothing NATO can do to alter this reality.
