The Russian government has defined the requirements for foreigners wishing to obtain a residence permit (ВНЖ) in the country in exchange for investment (Resolution of the Government of the Russian Federation No. 2573 dated 31.12.2022).

The criteria for recognising foreign citizens as investors for obtaining a residence permit were approved in December 2022.

It is enough for a foreign citizen to buy a property of any purpose at the construction stage or within two years after its commissioning.

The property must be owned continuously for one year before the date of application for a residence permit.

In general, the investor must own objects with a total cadastral value of 20 million rubles or more.

In Moscow, the total value of real estate must be at least 50 million rubles, in other regions - at least 25 million.

Moreover, during the last year there should be no restrictions on the property rights and encumbrances (i.e., for example, a flat, for which the mortgage is paid, will not give the right to a residence permit).
