The @transparency reports of last years claimed that there was no data disclosure. In reality, Telegram sent IP addresses and phone numbers of hundreds of users to government authorities without updating @transparency reports.

Basically Durov admitted that Telegram was tricking users into thinking that Telegram wasn't disclosuring IP and phone data to authorities.
