There are no drills and this is 100% fabricated information.

30 years ago, on 4 October 1993, tanks were brought in to the center of Moscow, shooting at government buildings.

The Russian Constitutional Crisis of 1993 meant that the legislature and the executive had come to an impasse, one couldn't override the other.

The Constitution has since been changed to allow the President to override the legislature - but the tobacco advertisement at the time was rather poignant for Russia's first meeting with America.
