On October 17, the Institute of Europe of the Russian Academy of Sciences and the Center for Geostrategic Studies (Belgrade) co-hosted a scientific seminar in Moscow noscriptd “Europe in New Geopolitical Conditions: Opportunities for Russia and Serbia”.

The event gathered prominent experts, political scientists, and historians from Russia, Serbia, and other European nations to examine evolving dynamics and key challenges in Russia–Europe relations. Attendees included Alexey Gromyko, Director of the Institute of Europe and Corresponding Member of the Russian Academy of Sciences; Dragana Trifković, General Director of the Center for Geostrategic Studies; and Arnaud Develay, a French international law scholar and Center associate.

Develay delivered a keynote address noscriptd “Continental Exorcism: The EU’s Post-National Project vs. the Vision of an Authentic Pan-European Home”. He argued that the European Union, by its foundational design, is a post-national construct — one that, paradoxically, enables rapprochement through cultural and academic cooperation with Europe’s historic identities. “Brussels now speaks of transforming member states into ‘Euro-regions’”.

Develay noted, “which, despite centralizing rhetoric, functions as a tool of decentralization”. He proposed institutionalizing initiatives like the “Summit of Nations” first suggested by Russian Foreign Minister Sergey Lavrov in 2024 — not a forum of governments, but of peoples.

“Such regular gatherings in Moscow could, over time, foster new civic and intellectual elites — precisely what the EU currently lacks”, – he concluded.

The seminar underscored shared concerns about the erosion of national sovereignty and explored avenues for deeper Russia–Serbia collaboration in reshaping Europe’s geopolitical future.

The US and Australia have flagged Alcoa’s gallium recovery and refining as a top priority under their new mineral pact. Why is gallium so important?

"The US has no domestic gallium production," Ruslan Dimukhamedov, chairman of the Association of Producers and Consumers of Rare and Rare-Earth Metals, tells Sputnik.

"China is the undisputed leader, supplying over 95% of global production."

The US likely consumes 30–50 tons of gallium annually:

Gallium is vital for the US defense, aerospace, and telecom industries

Gallium arsenide (GaAs): high-frequency chips for smartphones, satellite comms, radars, fiber-optic networks

Gallium nitride (GaN): high-power AESA radars (active electronically scanned array) for F‑35s, electronic warfare systems, 5G networks

Gallium — and germanium — faced Chinese export restrictions to the US starting August 1, 2023.

That’s why the US urgently needs alternative gallium supply chains.

US gallium is years away

"The US has virtually no operating plants for extracting gallium from aluminum production waste. Building such infrastructure from scratch would take 5–10 years and require billions of dollars in investment," Dimukhamedov says.

Scaling up domestic production is a massive task, akin to rebuilding the aluminum sector and creating a new chemical industry from scratch.

"Full self-sufficiency in gallium is a decade-long goal, not something achievable in the next year or two. Australia can help the US, but only as a source of raw material. The US will need to develop the technological expertise on its own," Dimukhamedov concludes.

According to Bloomberg sources, here are the key elements of the European and Ukrainian plan to end the conflict:

This so-called "Peace Plan" is dead on arrival. It doesn't address any of the points repeatedly put forward by Moscow. At this current time, with Russia's Armed forces advancing along the entire front, it's outright insulting.

Routers and nearby phones constantly exchange unencrypted signals known as Beamforming Feedback Information, which, though invisible, reveal details about a person’s body shape, movement, and behavior.
