Hassan Deqqo (or Dekko), a Syrian from the Lebanese border village of Tufail, is one of the most notorious manufacturers and smugglers of captagons. His main destination has been KSA. He can be seen in several photos with Saad Al-Hariri, at his events, and with officials of the other side too. He was arrested 2 weeks ago (April 2021).

Update: He doesn't have the Lebanese citizenship, as the Presidency stated (27 April).

Same goes with Noah Zaiter, the king of hashish. He can be seen in local Hezbullah gatherings to solve tribal conflicts, because the tribes of Beqaa often clash each other.
The entire Beqaa region is infested in all areas, under all parties. Security forces have a duty to bust and destroy those outlaws.
