The government supports the price of imported wheat up to 80% and sells it to the bakeries to keep the price of 1kg of bread at 1,500 lira. (1$ at official rate)
However bakeries, all bakeries, are using this wheat to make sweets and other luxuries and selling them at their own set prices. This process led to the lack of wheat for bread and decrease of profits for them for a bag of bread.
What they want is to increase the price of the bread, yet keep using the 80% price supported wheat for their other businesses or else they will go on strike.
The head of the syndicate is a bakery owner, thus we can clearly see the conflict of interest here.
