Same question also regarding the UNIFIL Forces who have constant presence and monitoring of the port since 2006. Head of the UN force accompanied PM Hariri to the port in 2019, likely in no means aiming to endanger his life.
Same question for the US embassy, who has supervised through the US military a search at the port to look for Hezbullah weapons. They did find the ammonium nitrate, but did not raise any red flag to the Lebanese army or the Lebanese government of any immediate danger.
