Lebanese citizen Qassem Hegazi was arrested in Paraguay by Paraguayan forces at the request of the US Embassy after the US Treasury Department's Office of Foreign Assets Control listed an order for Hegazi's arrest

He is still in detention and has not been deported to USA yet.

Basically, the Central Bank is looking to buy USD, forcing people receiving USD from their families abroad through WU or similar money transfer offices to sell half of their received balance at a rate decided by the central bank.

They did this early in 2020, but then they forced people to sell the whole balance at a rate 1/4th of the actual black market rate.
