The resident population is around 290,000, with a commuting population of about 1.2 million.

The evacuated area cannot be attacked but with a nuke, which won't happen.

The purpose is to cause humiliation to the country and people, cause a wave of refugees and most importantly make Iran look weak and Israel with the upper hand for the ability to order whole cities in Iran to obey
