From what I'm seeing, FPM, Hezbullah, and Amal might not participate in the new government.

But, the other part (what used to be called 14th March) is hesitant to form a government without them because they have no guarantees they won't fail.

As I mentioned above Berri insists on making the finance ministry for the Shia sect as a balance of power in the light of the distribution of other seats for other sects, yet others between 8 and 14 March claim this is not constitutional.

That's true, but neither is the rule that says that the army commander, president, and central bank governor should of be Christian, nor the PM a Sunni...etc.

Berri is simply playing the same sectarian game that others are playing. He sees it as his right if others are doing so

Back post 1992 he once said" If all sects are taking part of the cake, I want my part too". This is how the system is built and Berri is allegedly trying to preserve the right of his misrepresented sect.

But why now?

After Taef deal, the 1st and 2nd governments were of Shia ministers for the finance ministry, but then Berri gave it up after guarantees fr the Syrians who gave it to Rafic Al Hariri.

It stayed with Rafic and then his party till the recent years, when Berri found himself with no more guarantees and the fear of some parties having more power than what they represent. End
