The National Collegiate Athletic Association (NCAA®) is a non-profit organization which regulates most of the United State's college athletic programs, now supporting nearly half a million student athletes. They officially run the US Men’s and Women’s Division I college basketball tournament, March Madness®.

Google Cloud offers a suite of cloud computing services that runs on the same infrastructure that Google uses internally for its end-user products, like Google Search and YouTube. Google Cloud is now the official cloud of the NCAA®.

Competition Denoscription:
Kagglers who participate in this competition will use their computing power along with the NCAA®’s data to join the millions of fans who attempt to predict the outcomes of this year's tournament.

The competition is split into 2 stages. In the first stage, Kagglers will rely on results of past tournaments to build and test models. In the second stage, competitors will forecast outcomes of all possible match-ups in the 2018 tournament. You don't need to participate in the first stage to enter the second – the real competition is forecasting the 2018 results.


Total prizes:
$50,000 for each competition.

Next important deadline:
March 10 (Men's Basketball) & March 11 (Women's Basketball – prior to this deadline, competitors can build and test models on historical data. The leaderboard shows the model performance on historical tournament outcomes.

Matrix capsules with EM routing

Abstract
A capsule is a group of neurons whose outputs represent different properties of the same entity. We describe a version of capsules in which each capsule has a logistic unit to represent the presence of an entity and a 4x4 pose matrix to represent the relationship between that entity and the viewer. A capsule in one layer votes for the pose matrices of many different capsules in the layer above by multiplying its own pose matrix by viewpoint-invariant transformation matrices that represent part-whole relationships. Each of these votes is weighted by an assignment coefficient and these coefficients are iteratively updated using the EM algorithm so that the output of each capsule is routed to a capsule in the layer above that receives a cluster of similar votes. The whole system is trained discriminatively by unrolling the 3 iterations of EM between each pair of adjacent layers. On the small NORB benchmark, capsules reduce the number of test errors by 30\% compared with the best reported CNN. Capsules are also far more resistant to whitebox adversarial attack.

We launched our Data Science for Good program to enable the Kaggle community to come together and make significant contributions to tough social good problems. This is not a traditional machine learning competition; participants will develop their own creative approaches to addressing the objective using Kernels.

Data Science for Good Challenge:
Kiva.org uses an online crowdfunding platform to extend financial services to poor and financially excluded people around the world. However, this requires inference based on a limited set of information for each entrepreneur.

In this challenge, Kiva's inviting you to estimate and describe the welfare levels of residents in given regions using historical loans data combined with external data sources.
