The Secretary of Defense is nominated and appointed by the President.

But it’s a MILITARY position directly under the Commander-in-Chief.

Why would Joe Biden delegate the Secretary of Defense the authority and functions of Donald John Trump?

That’s what that Executive Document states in the War Powers Act.

It’s a Memorandum from 2021 in the Fiscal Year of 2020. That’s NOT how budgets operate.
