This confirms a Reuters report from November 6th, which stated that the U.S. military intends to establish a permanent presence in Damascus to help enable a U.S.-brokered security pact between Syria and Israel, for which negotiations are ongoing.

Two Syrian sources told Reuters that the base would be used by the U.S. for logistics, surveillance, refueling and 'humanitarian operations', while claiming that Syria will maintain 'full autonomy' over the facility.
