Android 12 Material You dynamic colors will be arriving on more Android devices
Android Developers Blog
One of the main highlight features of Android 12 is the dynamic theming system, and so far we can only see Pixel devices fully supporting it, but soon other Android devices from different manufacturers will get it too.
Google is taking this step in order to ensure a consistent experience across the platform. Users will be able to enjoy the goodness of the theming engine on any Android 12 phone, meanwhile third-party app developers will follow suit adopting support for it.
There isn't any statement about when it will start enforcing the policies by Google, but an earlier report by Android Police stated that starting in March 14, Android 12 builds which are submitted for getting Google Mobile Services, need to support the dynamic theming system in order to be approved.

The brand new Photo Picker.
Instead of giving storage permissions to an app, users can use the picker to give access to chosen pictures.
It will be backported to older Android systems via the Google Play system updates as part of a MediaProvider module update for devices (excepting Go devices) running Android 11 and higher.

New features introduced in A13 DP1
NEARBY_WIFI_DEVICES permission - The brand new permission will be required for apps that use Wi-Fi APIs and lets apps discover and connect to networks without using the device location permission!
Quick Settings Placement API - Using the new API developers can prompt the user to add their custom QS tile without leaving the app
Per-app language preferences - You will be able to change the language in individual apps in the Android Settings, instead of the app setttings. Apps will fetch the information from the new platform API to get that information.
OpenJDK 11 & Java 11 - The new OS will be supporting the OpenJDK 11 LTS release with both library updates and Java 11 support for app developers.
Project Mainline will play a bigger role in Android 13 - the new features like photo picker or OpenJDK 11 will be pushed to users on older Android versions. They also added new modules such as the Bluetooth and UWB (Ultra Wideband) modules to expand the updatable core of Android.
