New features introduced in A13 DP1
NEARBY_WIFI_DEVICES permission - The brand new permission will be required for apps that use Wi-Fi APIs and lets apps discover and connect to networks without using the device location permission!
Quick Settings Placement API - Using the new API developers can prompt the user to add their custom QS tile without leaving the app
Per-app language preferences - You will be able to change the language in individual apps in the Android Settings, instead of the app setttings. Apps will fetch the information from the new platform API to get that information.
OpenJDK 11 & Java 11 - The new OS will be supporting the OpenJDK 11 LTS release with both library updates and Java 11 support for app developers.
Project Mainline will play a bigger role in Android 13 - the new features like photo picker or OpenJDK 11 will be pushed to users on older Android versions. They also added new modules such as the Bluetooth and UWB (Ultra Wideband) modules to expand the updatable core of Android.

Themed App icons for third party apps
A lot of people complained about the lack of themed third party icons in Android 12 and 12L, but now developers can supply a monochromatic app icon and a tweak to make the app icon adaptive. It will be initially on Pixel devices, but Google is working with other OEMs to bring them to more devices.

Android platform
• In some cases, suspending the device while a USB-C headset is plugged in causes the device to crash and restart.
• On some devices, bright sunlight prevents the fingerprint reader from authenticating the user. (we assume that this is about the Pixel 6 & 6 Pro and their under display scanners)
• In some cases, the Android system intelligence process consumes a large amount of battery power.
Apps
• In the Camera app, switching to Lens mode causes the camera preview to display a black screen.
• In GBoard, long pressing on backspace won't delete any letters, just single taps. (kudos to @AndroidAsh for the tip)
