Here's how you can enable new Material You dynamic color styles on Android 13
Esper Blog

Android 13 bring in more dynamic color styles which is great to see. There isn't a user interface to change it in the second developer preview build of Android 13, but Mishaal Rahman has find out the solution on how to change it.

You can change the tone style by using the ADB command below:
adb shell settings put secure theme_customization_overlay_packages '''{\"android.theme.customization.theme_style\":\"STYLE\"}'''

Replace STYLE with one of the following query:
TONAL_SPOT - Default (also used in Android 12)
VIBRANT - a tonal palette with slightly varying hues and more colorful secondary and background colors.
EXPRESSIVE - a palette with multiple prominent hues that are even more colorful.
SPRITZ - an almost grayscale, low color palette.

Now you can open any applications without quitting to the homepage, just tap on the app list icon on the right side, you will be treated with a list of apps that are installed on the device, so you can open it on the go.

Do not disturb renamed to Priority mode
Priority mode is basically the Do not disturb that we used to know, there's nothing else changed except for the name. The name changes can be also spotted in the quick settings tile too.

Hidden notifications in lock screen shown in a smaller chip, device controls icon matched applications icon on Android 13
Daryl | Mishaal Rahman

Android 13 lock screen got some minor changes, the first one you will notice is how the notifications are being displayed. Hidden notifications on the lock screen are shown in a smaller chip below the notifications that are being shown.

Besides, the device controls shortcut button at the bottom left corner is also matching Google Home icon when Google Home is set as your device controls provider. Same goes for the quick settings tile too.

Android 13 Privacy Dashboard can show applications accessing which specific media on your phone
In Depth Tech Reviews (YouTube video)

Android 12 bring in Privacy Dashboard, showing you which permission are being used by the apps that you have installed.

In Android 13, there will be two new permissions shown in the list, there are respectively Music & other audio and Photos & videos. Besides, Files and media have been renamed to Files & documents to reduce confusion of the newly added permission.

So for example, when you use a local music player to play some music, Privacy Dashboard will now be able to show you that specific application is accessing your music stored in the phone.

Pixel Launcher can show search bar at the bottom
Esper Blog

Pixel Launcher that came preinstalled Android 13 Developer Preview 2 has some new features being worked out.

The search bar can be displayed at the bottom of the screen instead of being at the top. This makes it much easier to access the search bar with one hand, especially on devices with a large screen.

In order to get access to the feature, you will need to enable ENABLE_FLOATING_SEARCH_BAR feature flag in Pixel Launcher, for now it's unclear whether this feature will be made available on AOSP Launcher3 or not.

Android 13 can turn on dark mode at bedtime
Esper Blog

On Android 13, there could be likely another schedule method to turn on Dark theme besides following sunrise/sunset and the time you scheduled.

You can let the device turn on dark mode when bedtime mode is enabled. Digital Wellbeing is where you can adjust your bedtime mode settings on most devices.

This feature is not available by default on Developer Preview 2 and require enabling settings_app_allow_dark_theme_activation_at_bedtime feature flag.
