2. The training of 5,000 PA special forces, which will take place in Jordan under American auspices.
3. Setting a headquarters for the new forces in Jenin and Nablus (with a supposed reduction in IOF activity in these cities). It is notable that this clause was one of those the PA demanded be implemented to accept the entire plan.
4. American supervision of sites of resistance in the northern West Bank and Al-Khalil. This also includes US participation in surveillance missions, and there is expected to be a large presence of these forces in these cities.
5. A change in the way that the PA deals with resistance fighters that includes cutting off lines of communications with them, which were previously used to persuade them to abandon resistance and join the PA in exchange for a stipend and rent.
