"Police can encircle all or some demonstrators in order to make multiple simultaneous arrests. This is to be done after demonstrators are allowed an opportunity to disperse.

Oakland Police used this tactic on several occasions. This tactic resulted in most of the 700 or so arrests since Occupy started. On January 28, 2012, officers kettled protesters at 19th and Telegraph, and the YMCA, but did not allow marchers to disperse, as witnessed by Oakland North Reporter John Osborn."
