As I stated mid-2022, Russia and Ukraine is a Non-International Armed Conflict, self-defense and liberation to take on Non-State Actors NATO. This is why:
A: Other nations can't get involved without breaking the Law of War (international humanitarian law) and
B: Why the Hague can't try Putin with any crime.

Ukraine is the neutral state, allowing trespass liberation via Russia's special operation. International or Hybrid Courts possibly being used.
They are not the legitimate government, thus they are civilians. They are considered spies so they are classified as "unlawful combatants" and can be tried in court.
