Say Russia will make a video that will force a war. Say you are announcing this publicly so Russia does NOT make a video to start a war. Even if there is no evidence (video), it doesn't mean they weren't planning on it.

To summarize:
The US had ultimate credible evidence that Russia was going to make a video to start a war until that info was deliberately leaked to the US by Russia to trick them into thinking they were going to make a video, but that doesn't mean they were NOT going to make a video or think about making one.
