16.3.1 shows that foreign interference in our election by China and other foreign countries was prohibited. Per Law of War 5.4, the military can only act based on information they have "at the time". This is why the Arizona audit is important. Evidence must be introduced legally for the military to review and act.
Furthermore, the cyber attack on the pipeline is prohibited under this same section. The United States military has the right to use self-defense and retaliate with proportionate attacks.
