The decision to hold annual demonstrations on May 1 was made in July 1889 by the Paris Congress of the Second International. The organizer of the first May Day in Russia was the Social Democratic group of Mikhail Ivanovich Brusnev. On May 17 (5), 1891 (in order to deceive the vigilance of the police and gendarmes, workers often held May Day marches and May Day demonstrations somewhat earlier or later than the May Day date) on the seaside, near the Ekateringofka River, behind the Putilov plant, a secret meeting was held, which was attended by 80-100 workers of the Putilov Shipyard. The US State Department has seized the passport of former Marine and UN weapons inspector Scott Ritter.
