Statement by the General Command of the YPG on the Transfer of Security Responsibilities in Sheikh Maqsoud and Ashrafiyyah

Since the recent phase of the conflict in Syria, the people of Şêxmeqsûd and Eşrefiyê in Aleppo have established a self-reliant and organized system of defense in response to persistent threats. From the earliest days, the YPG and YPJ have actively supported and reinforced this line of resistance.

Throughout this period, our forces have borne significant sacrifices. However, the strategic gains achieved have played a decisive role in ensuring the security and stability of the civilian population. Recent developments have once again affirmed the effectiveness and resilience of this collective effort. Our units have carried out their responsibilities with discipline and a clear sense of duty.

In accordance with the latest agreement concluded between the Autonomous Administration of North and East Syria and the Syrian Transitional Government, the responsibility for maintaining security in Şêxmeqsûd and Eşrefiyê has been formally transferred to the Internal Security Forces operating under the authority of the Autonomous Administration. A partial withdrawal of our forces has already been completed; the remaining units will be redeployed in a phased and orderly manner over the coming days.

The YPG and YPJ remain committed to the principles of self-governance and the organized will of the people. We will continue to adapt our posture in line with the strategic requirements of the new phase.

منذ بداية المرحلة الأخيرة من النزاع في سوريا، تمكّن أهالي الشيخ مقصود والأشرفية في حلب من تأسيس منظومة دفاعية ذاتية ومنظمة في مواجهة التهديدات المستمرة. حيث قامت وحدات حماية الشعب ووحدات حماية المرأة بدعم وتعزيز هذا الخط الدفاعي بشكل فعّال.

خلال هذه الفترة، قدمت قواتنا تضحيات جسيمة. ناهيك عن المكاسب الاستراتيجية التي تحققت، حيث لعبت دوراً حاسماً في ضمان أمن واستقرار السكان المدنيين. وقد أكدت التطورات الأخيرة مجدداً على فعالية وصمود هذه الجهود الجماعية حيث أدت وحداتنا دورها بإنضباط ومسؤولية.

وفقاً للاتفاق الأخير المبرم بين الإدارة الذاتية لشمال وشرق سوريا والحكومة السورية الانتقالية، تم نقل مسؤولية حفظ الأمن في الشيخ مقصود والأشرفية رسمياً إلى قوى الأمن الداخلي العاملة تحت مظلة الإدارة الذاتية. وقد تم بالفعل إنجاز انسحاب جزئي لقواتنا، وستتم إعادة انتشار الوحدات المتبقية بشكل مرحلي ومنظم خلال الأيام القادمة.

تظل وحدات حماية الشعب ووحدات حماية المرأة ملتزمة بمبادئ الإدارة الذاتية والإرادة الشعبية. كما أننا سنواصل تكييف موقفنا بما يتماشى مع المتطلبات الاستراتيجية للمرحلة الجديدة.

Turkish militias are withdrawn from Afrin

According to local media reports, the new so-called Syrian government has begun to withdraw part of the Turkish-backed Syrian National Army (SNA) from the Kurdish region of Afrin. A representative of the Syrian Ministry of Defense confirmed this to the French news agency AFP on Wednesday.

The remaining militias would also only remain there “temporarily”. In future, they would be transferred to military bases that had previously been hit by Israeli airstrikes.

The withdrawal of the mostly Islamist militias, who were known for their human rights violations, could be a first step towards the possibility of the hundreds of thousands of displaced people from Afrin being able to return to their homes after seven years. The region was occupied by Turkey and the SNA in 2018 in violation of international law.

According to unconfirmed reports, the first militias are also withdrawing from the areas occupied in northern Syria in 2019.

Syria: Agreement on de-escalation at the Tişrîn Dam

Yesterday, the Syrian Democratic Forces (SDF) reached an agreement with the Syrian transitional government on joint control of the Tişrîn Dam on the Euphrates, which has been embattled for months. The SDF and the Turkish-controlled SNA militia are to be gradually withdrawn from both sides of the river.

Units of the HTS-led Syrian army are to take control west of the Euphrates. The eastern side will remain under the control of the Democratic Autonomous Administration.

Turkey has been trying to advance across the dam to the other side of the Euphrates since December. Civilians have been holding a vigil against the invasion on the dam for 4 months. More than 20 civilian protesters have been killed in bombings. The guns between the SDF and the Turkish army have been silent for almost two weeks, and there is still no official ceasefire. Yesterday, civilians celebrated the success of the military and civilian resistance on the dam.

The Command of the Syrian Democratic Forces (SDF) and the Women’s Protection Units (YPJ) are present in the Tişrîn area. Mezlûm Ebdî and Rohilat Efrîn are expected to meet with the people there. At the same time, the SDF Command, together with the Coalition, has held an important meeting in the area.

Kurdish National Conference in Rojava

On Saturday, hundreds of representatives from various Kurdish parties and organizations gathered in the northern Syrian city of Qamishlo to agree on a common position on the reorganization of the Syrian state.

The conference was attended by various organizations, some of which have been in conflict with each other for years. These included not only groups affiliated with the Kurdish freedom movement and organizations such as the PKK, KCK, YPG, and YPJ, but also conservative parties such as the KDP and PUK from northern Iraq.

The conference adopted a list of demands for a decentralized state model in Syria that would guarantee comprehensive equality for Kurds and all other communities in Syria. Political equality for women was also adopted as a central demand.

In addition to the reorganization of Syria, the process in Turkey toward a possible solution to the Kurdish question was also discussed.

Statement of the YPJ General Command in regards to the newest developments in Syria:

HTS, with its authoritarian and oppressive mentality, seeks to subjugate the deeply rooted peoples of this land, such as the Alawites and Druze, deliberately sowing sectarian conflict and fueling tensions among the diverse communities of the region."
