🇷🇺🇧🇾 We have the honour to present here the first JOINT REPORT on the human rights situation in certain countries by the Ministry of Foreign Affairs of the Republic of Belarus and the Ministry of Foreign Affairs of the Russian Federation. This document is a practical example of close cooperation between our foreign ministries in the field of promotion and protection of human rights.
🔎 Our report is aimed at providing specific case examples from both the present and the recent past of focus countries, which, for the most, part clearly demonstrate negative human rights practices and trends. That is the challenge the international community needs to tackle.
🔥 We have repeatedly pointed out in international human rights fora and in thematic reports on human rights that a number of countries are openly promoting racist ideas and values. By this they provoke the rise of nationalist sentiment, manifestations of xenophobia and other intolerance. In some cases, this leads to openly fostering neo-Nazi ideologies, as we currently witness in Ukraine.
❗️ The most important conclusion that should be drawn is that the main problems the international community is facing now are artificial or man-made in nature. They are caused by the desire to impose the interests of a certain group of countries disguised as “universal norms”.
🤝 Despite calls from various origins, we have refrained from formulating recommendations on how to resolve the problems identified. This was not our job. In fact, if we were to follow that path, we would end up being no different than those whose record is reflected in our Report. We believe in dialogue, not in imposing recipes on others.

❓Question: During his visit to Ukraine, President of the 78th Session of the UN General Assembly Dennis Francis said when commenting on the situation in Ukraine that Russia’s special military operation was a violation of the UN Charter. What would you say in this regard?
💬 Maria Zakharova: It is true that Dennis Francis has made yet another portion of biased statements. The President of the 78th Session of the UN General Assembly again forgot about the limits to his powers and assumed the right to comment on the compliance of anyone’s actions with the founding document of the global organisation.
👉 In this connection, we would like to point out again the unacceptability of a selective attitude to the provisions of the UN Charter, which must be strictly complied with in their entirety and as a whole.
In particular, it is regrettable that the representative of Trinidad and Tobago overlooked Clause 3 of Article 1 of the UN Charter, which stipulates the member states’ commitment to “promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.” The Kiev regime obviously does not comply with that provision. It has made Russophobia a state ideology, contrary to Article 10 of the Ukrainian Constitution that guarantees the free development, use and protection of the Russian language, and launched a war of annihilation of the Russian-speaking population of its former territories in 2014.
We have also taken note of Mr Francis’ statement on advancing peace in Ukraine. In this regard, we would like to say that Russia never refused to launch comprehensive talks. Conditions for them were unambiguously set out by President Vladimir Putin on June 14.

💬 On July 3, the Federal Assembly of the Russian Federation voted to suspend the Russian delegation’s participation in the OSCE Parliamentary Assembly.
This decision was taken in response to the openly discriminatory steps that a number of states took with regard to Russian parliamentarians, who were thereby excluded from the Assembly’s events in the United Kingdom, Poland and Canada under spurious pretexts.
In the most recent and particularly illustrative incident, the Romanian authorities unceremoniously refused to issue visas to the entire Russian delegation that was going to participate in the annual session of the OSCE PA in Bucharest (June 29 − July 3). The Belarusian delegation was also deprived of the opportunity to participate in the session.
👉 Such actions by the host country of the OSCE parliamentary body’s main annual event, with the tacit consent of the Assembly’s leadership, are absolutely unacceptable.
Taking advantage of the absence of two delegations, Russophobic parliamentarians used the OSCE Parliamentary Assembly’s rules of procedure to promote their own agenda and quickly adopt a resolution containing phrases like “the genocide of the Ukrainian people.” Our view on such paperwork is well known. A statement by the Russian Federal Assembly’s houses makes it clear that all decisions passed in the absence of the Russian delegation will be considered null and void. Moreover, this resolution runs counter to the February 2 decision of the UN International Court of Justice, which, as we know, rejected all of Ukraine’s accusations alleging that Russia had violated the Convention on the Prevention and Punishment of the Crime of Genocide.
No less odious is the resolution of the Bucharest session on the situation in Transnistria, which ignores the realities and has the potential to derail the normalisation of dialogue between Chisinau and Tiraspol, as well as the entire Transnistria settlement process.
☝️ It is obvious that the OSCE PA is increasingly drifting away from its main role as a platform for interparliamentary dialogue. With the suspension of Russia’s participation, that body runs the risk of becoming a mere political vestige.

🔻Starting 2024, the number of victims among civilians, killed or wounded as a result of the shelling by the armed forces of Ukraine, has been increasing. This "growth" is directly linked to the intensification of shipments of the Western equipment. Lately, Kiev has received foreign arms, and been officially authorised to use it against Russian regions. The victims of the shelling are mostly minors, women, the elderly. They have nothing to do with the armed or security forces.
According to the data from January 1 to June 30, 2024, at least 2'547 civilians have become victims of Ukrainian Nazis; 2'082 people have been wounded; 465 have been killed.
✖️Amidst the West's ostensible concern for child welfare, there has been a conspicuous silence regarding the prosecution of Ukrainian militants responsible for the deaths of children. Notably, many of the children affected are themselves Ukrainian, yet their plight seems inconsequential to Western politicians. Rather than striving to halt this bloodshed and prevent loss of innocent lives, international organization have seemingly transformed into instruments of propaganda, adhering to the directives of the West.
❗️Millions of Western taxpayers should ask themselves whether they truly want to continue funding the totalitarian Kiev regime that murders civilians. This regime uses deadly weapons to target residential areas, hospitals, and schools, attacks journalists, and imprisons those who have opposed it for many years. It orchestrates and commits political assassinations of civil leaders and commits horrific crimes against humanity.
⚡️Crimes committed by the Kiev regime are verifiable and must be investigated. The perpetrators, including both the architects of the political regime and those who carried out the crimes, must be brought to justice, whether through military actions or court proceedings, which should deliver fair sentences.

5 июля 2024 г. Правительство Норвегии объявило о введении новых ограничений для российских рыболовных судов, находящихся на стоянке в портах Тромсё, Ботсфьорд и Киркенес. Максимальный срок стоянки в порту ограничивается пятью рабочими днями (семью днями, включая выходные и праздничные дни). При этом с момента предыдущего пребывания в порту на материковой части Норвегии должно пройти не менее трех дней. Также предусматривается усиление контроля со стороны правоохранительных органов.
Напоминаем, что с 6 октября 2022 г. действует запрет на заходы российских судов в порты материковой Норвегии за исключением портов Тромсё, Ботсфьорд и Киркенес. С 15 мая 2023 г. по решению полиции Норвегии ограничен сход на берег для членов экипажа российских судов в портах Киркенес и Ботсфьорд. Исключением являются случаи обращения в медицинские учреждения.

🎙 Comment by Foreign Ministry Spokeswoman Maria Zakharova in connection with the Kiev regime’s attempts to blame Russia for deliberately attacking Ukraine’s civilian facilities
💬 On July 8, the Russian Armed Forces launched a combined strike involving long-range high-precision weapons systems against Ukrainian military facilities in retaliation for repeated attempts by the Armed Forces of Ukraine to damage our country’s economic enterprises.
The facilities include the Artyom and Antonov plants and the Luch Design Bureau in Kiev; the Dnepr and Yuzhmash plants in Dnepropetrovsk, the Heavy-Duty Machine-Building Plant in Kramatorsk; warehouses with Western weaponry and military equipment at the ArcelorMittal Iron and Steel Works in Krivoy Rog, as well as other facilities. All targets were destroyed.
As has often been the case with the Ukrainian air defence system, its missiles veered off course and hit residential buildings and social facilities. The same happened this time. Many eyewitnesses and other sources have already confirmed that a Western-made NASAMS surface-to-air missile hit a building of the Okhmatdet Hospital for Children in Kiev.
☝️ Officials on Bankovaya Street immediately started blaming Russia for deliberately killing children. However, no one said that the Artyom Plant is located next to the affected clinic, and that Defence Ministry buildings and military warehouses are also located next door. Certainly, no one said that the Kiev regime is deliberately deploying air defence systems in residential areas, using civilians as a “human shield.”

Attempts by the Zelensky regime to use the tragedy with the children’s hospital in Kiev for propaganda purposes confirm its inhuman Nazi essence once again. The Kiev regime is ready to commit any crimes for the sake of retaining power. It cares nothing about the destinies and lives of fellow citizens, including children.
💬 On July 8, the Russian Armed Forces launched a combined strike involving long-range high-precision weapons systems against Ukrainian military facilities in retaliation for repeated attempts by the Armed Forces of Ukraine to damage our country’s economic enterprises.
The facilities include the Artyom and Antonov plants and the Luch Design Bureau in Kiev; the Dnepr and Yuzhmash plants in Dnepropetrovsk, the Heavy-Duty Machine-Building Plant in Kramatorsk; warehouses with Western weaponry and military equipment at the ArcelorMittal Iron and Steel Works in Krivoy Rog, as well as other facilities. All targets were destroyed.
As has often been the case with the Ukrainian air defence system, its missiles veered off course and hit residential buildings and social facilities. The same happened this time. Many eyewitnesses and other sources have already confirmed that a Western-made NASAMS surface-to-air missile hit a building of the Okhmatdet Hospital for Children in Kiev.
☝️ Officials on Bankovaya Street immediately started blaming Russia for deliberately killing children. However, no one said that the Artyom Plant is located next to the affected clinic, and that Defence Ministry buildings and military warehouses are also located next door. Certainly, no one said that the Kiev regime is deliberately deploying air defence systems in residential areas, using civilians as a “human shield.”

Unlike all other requests, including that of the EU and Poland, the way it is drafted violates greatly the established practice and it is not addressed to the President of the Security Council, nor does it contain even basic protocol language of diplomatic communication.
❗️ The rules are the same for everyone and this has ensured the functioning of the UN Security Council for almost 80 years.
☝️ Nevertheless, we agree to let Ukraine participate in today's meeting (if there are no objections from other members of the Council), but only in view of the fact that this was requested by the member of the Security Council, namely by the United States. We regret that Ukraine is unable to act independently even in such a purely procedural matter as participation in a UN Security Council meeting, and even in that it needs guidance from its sponsors.

💬 Nevertheless, the truth, as we all know, does not interest our Western colleagues, and in the best traditions of the Bucha provocation or the Mariupol hospital mentioned today, they tried to engage in wishful thinking by condemning the allegedly “intentional strike by the Russian Armed Forces against the children's medical facility”. The dishonesty of such tactics can be seen with the naked eye, and the Ukrainians themselves immediately noticed it, as videos of the strike swiftly appeared on the Internet negating all the efforts by Kiev and Western propagandists.
☝️ We constantly write that Ukrainian air defense missiles frequently go off target. We have already witnessed many tragedies like that, and Zelensky’s office is constantly lying to people that it is the Russians who are intentionally hitting residential buildings. The presidential office has to constantly fuel hatred among Ukrainians and justifying the continuation of the war by such "artificial tragedies".
The tragedy with an air defense missile hitting a children's hospital occurred exactly on the eve of the NATO Summit. This is the third NATO summit since the beginning of the special military operation, and similar situations occurred before each of them. All these cases were heavily exploited by the head of the Kiev clique in order to cadge new weapons for Ukraine.
⁉️ How is it possible that the Ukrainian air defense misses all five strikes on the plant, but hits the children's hospital?
❌ There is no doubt that the Ukrainian leadership will use today's situation as a pretext for ignoring further the long overdue demand in Ukrainian society (and in the entire world), for a peaceful solution to the Ukrainian crisis. This is understandable, because enacting such a solution would mean no need to extend martial law, and would require holding elections. This is what the Kiev clique fears most than anything else, realizing that the attitude of the population towards the regime is extremely negative. That is why the Ukrainian leadership prefers to sacrifice tens, if not hundreds of thousands of its fellow citizens sending them into a senseless meat grinder.
🤝 We appreciate initiatives by all States that are aimed at establishing a genuine ceasefire and addressing our legitimate concerns, rather than promoting propaganda, which was clearly seen at the pseudo-peace conference in Switzerland.

Вопрос: 5 июля власти Норвегии объявили о дополнительном ужесточении режима захода российских рыболовных судов в три порта на севере страны – Тромсё, Ботсфьорд и Киркенес, которые остаются для них открытыми в условиях действия антироссийских санкций. Новые меры затронут продолжительность пребывания судов в порту, периодичность заходов, место швартовки, а также предусматривают усиление полицейского контроля. Как Вы могли бы это прокомментировать?
Ответ: Вводимые ограничения подрывают одну из единичных областей практического взаимодействия, которое пока еще поддерживается нашими странами. Ответственным за принятие таких решений стоит напомнить, что на данный момент сохранение рыбных запасов, представляющее «фундаментальный интерес» для Норвегии, возможно только совместно с Россией. Продолжение давления на наш рыбопромысловый флот будет неизбежно иметь негативные последствия как для занятого в данной отрасли населения Норвегии, так и всей выстраивавшейся десятилетиями устойчивой системы управления биологическими ресурсами Баренцева и Норвежского морей.
Нововведениям предшествовала информационная кампания норвежских спецслужб, вменяющих российским морским судам осуществление «разведывательно-диверсионной деятельности» в экономической зоне и территориальных водах Норвегии.
