❓Question: During his visit to Ukraine, President of the 78th Session of the UN General Assembly Dennis Francis said when commenting on the situation in Ukraine that Russia’s special military operation was a violation of the UN Charter. What would you say in this regard?
💬 Maria Zakharova: It is true that Dennis Francis has made yet another portion of biased statements. The President of the 78th Session of the UN General Assembly again forgot about the limits to his powers and assumed the right to comment on the compliance of anyone’s actions with the founding document of the global organisation.
👉 In this connection, we would like to point out again the unacceptability of a selective attitude to the provisions of the UN Charter, which must be strictly complied with in their entirety and as a whole.
In particular, it is regrettable that the representative of Trinidad and Tobago overlooked Clause 3 of Article 1 of the UN Charter, which stipulates the member states’ commitment to “promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.” The Kiev regime obviously does not comply with that provision. It has made Russophobia a state ideology, contrary to Article 10 of the Ukrainian Constitution that guarantees the free development, use and protection of the Russian language, and launched a war of annihilation of the Russian-speaking population of its former territories in 2014.
We have also taken note of Mr Francis’ statement on advancing peace in Ukraine. In this regard, we would like to say that Russia never refused to launch comprehensive talks. Conditions for them were unambiguously set out by President Vladimir Putin on June 14.

💬 On July 3, the Federal Assembly of the Russian Federation voted to suspend the Russian delegation’s participation in the OSCE Parliamentary Assembly.
This decision was taken in response to the openly discriminatory steps that a number of states took with regard to Russian parliamentarians, who were thereby excluded from the Assembly’s events in the United Kingdom, Poland and Canada under spurious pretexts.
In the most recent and particularly illustrative incident, the Romanian authorities unceremoniously refused to issue visas to the entire Russian delegation that was going to participate in the annual session of the OSCE PA in Bucharest (June 29 − July 3). The Belarusian delegation was also deprived of the opportunity to participate in the session.
👉 Such actions by the host country of the OSCE parliamentary body’s main annual event, with the tacit consent of the Assembly’s leadership, are absolutely unacceptable.
Taking advantage of the absence of two delegations, Russophobic parliamentarians used the OSCE Parliamentary Assembly’s rules of procedure to promote their own agenda and quickly adopt a resolution containing phrases like “the genocide of the Ukrainian people.” Our view on such paperwork is well known. A statement by the Russian Federal Assembly’s houses makes it clear that all decisions passed in the absence of the Russian delegation will be considered null and void. Moreover, this resolution runs counter to the February 2 decision of the UN International Court of Justice, which, as we know, rejected all of Ukraine’s accusations alleging that Russia had violated the Convention on the Prevention and Punishment of the Crime of Genocide.
No less odious is the resolution of the Bucharest session on the situation in Transnistria, which ignores the realities and has the potential to derail the normalisation of dialogue between Chisinau and Tiraspol, as well as the entire Transnistria settlement process.
☝️ It is obvious that the OSCE PA is increasingly drifting away from its main role as a platform for interparliamentary dialogue. With the suspension of Russia’s participation, that body runs the risk of becoming a mere political vestige.

🔻Starting 2024, the number of victims among civilians, killed or wounded as a result of the shelling by the armed forces of Ukraine, has been increasing. This "growth" is directly linked to the intensification of shipments of the Western equipment. Lately, Kiev has received foreign arms, and been officially authorised to use it against Russian regions. The victims of the shelling are mostly minors, women, the elderly. They have nothing to do with the armed or security forces.
According to the data from January 1 to June 30, 2024, at least 2'547 civilians have become victims of Ukrainian Nazis; 2'082 people have been wounded; 465 have been killed.
✖️Amidst the West's ostensible concern for child welfare, there has been a conspicuous silence regarding the prosecution of Ukrainian militants responsible for the deaths of children. Notably, many of the children affected are themselves Ukrainian, yet their plight seems inconsequential to Western politicians. Rather than striving to halt this bloodshed and prevent loss of innocent lives, international organization have seemingly transformed into instruments of propaganda, adhering to the directives of the West.
❗️Millions of Western taxpayers should ask themselves whether they truly want to continue funding the totalitarian Kiev regime that murders civilians. This regime uses deadly weapons to target residential areas, hospitals, and schools, attacks journalists, and imprisons those who have opposed it for many years. It orchestrates and commits political assassinations of civil leaders and commits horrific crimes against humanity.
⚡️Crimes committed by the Kiev regime are verifiable and must be investigated. The perpetrators, including both the architects of the political regime and those who carried out the crimes, must be brought to justice, whether through military actions or court proceedings, which should deliver fair sentences.

5 июля 2024 г. Правительство Норвегии объявило о введении новых ограничений для российских рыболовных судов, находящихся на стоянке в портах Тромсё, Ботсфьорд и Киркенес. Максимальный срок стоянки в порту ограничивается пятью рабочими днями (семью днями, включая выходные и праздничные дни). При этом с момента предыдущего пребывания в порту на материковой части Норвегии должно пройти не менее трех дней. Также предусматривается усиление контроля со стороны правоохранительных органов.
Напоминаем, что с 6 октября 2022 г. действует запрет на заходы российских судов в порты материковой Норвегии за исключением портов Тромсё, Ботсфьорд и Киркенес. С 15 мая 2023 г. по решению полиции Норвегии ограничен сход на берег для членов экипажа российских судов в портах Киркенес и Ботсфьорд. Исключением являются случаи обращения в медицинские учреждения.

💬 On July 8, the Russian Armed Forces launched a combined strike involving long-range high-precision weapons systems against Ukrainian military facilities in retaliation for repeated attempts by the Armed Forces of Ukraine to damage our country’s economic enterprises.
The facilities include the Artyom and Antonov plants and the Luch Design Bureau in Kiev; the Dnepr and Yuzhmash plants in Dnepropetrovsk, the Heavy-Duty Machine-Building Plant in Kramatorsk; warehouses with Western weaponry and military equipment at the ArcelorMittal Iron and Steel Works in Krivoy Rog, as well as other facilities. All targets were destroyed.
As has often been the case with the Ukrainian air defence system, its missiles veered off course and hit residential buildings and social facilities. The same happened this time. Many eyewitnesses and other sources have already confirmed that a Western-made NASAMS surface-to-air missile hit a building of the Okhmatdet Hospital for Children in Kiev.
☝️ Officials on Bankovaya Street immediately started blaming Russia for deliberately killing children. However, no one said that the Artyom Plant is located next to the affected clinic, and that Defence Ministry buildings and military warehouses are also located next door. Certainly, no one said that the Kiev regime is deliberately deploying air defence systems in residential areas, using civilians as a “human shield.”
The Kiev junta has been using purely civilian enterprises for military purposes for a long time, either using them to assemble and repair military equipment or to store Western-made weapons and military equipment. Additionally, the Armed Forces of Ukraine use civilians and civilian facilities to shield their positions.
Quite often, carriages with military equipment and service personnel are hitched on to passenger trains. Postal delivery vehicles also transport weapons.

Attempts by the Zelensky regime to use the tragedy with the children’s hospital in Kiev for propaganda purposes confirm its inhuman Nazi essence once again. 💬 Yesterday, the Secretariat received a letter from the Permanent Representative of that country requesting the right to speak at the briefing. Unlike all other requests, including that of the EU and Poland, the way it is drafted violates greatly the established practice and it is not addressed to the President of the Security Council, nor does it contain even basic protocol language of diplomatic communication.
❗️ The rules are the same for everyone and this has ensured the functioning of the UN Security Council for almost 80 years.
☝️ Nevertheless, we agree to let Ukraine participate in today's meeting (if there are no objections from other members of the Council), but only in view of the fact that this was requested by the member of the Security Council, namely by the United States. We regret that Ukraine is unable to act independently even in such a purely procedural matter as participation in a UN Security Council meeting, and even in that it needs guidance from its sponsors.

💬 Nevertheless, the truth, as we all know, does not interest our Western colleagues, and in the best traditions of the Bucha provocation or the Mariupol hospital mentioned today, they tried to engage in wishful thinking by condemning the allegedly “intentional strike by the Russian Armed Forces against the children's medical facility”. The dishonesty of such tactics can be seen with the naked eye, and the Ukrainians themselves immediately noticed it, as videos of the strike swiftly appeared on the Internet negating all the efforts by Kiev and Western propagandists.
☝️ We constantly write that Ukrainian air defense missiles frequently go off target. We have already witnessed many tragedies like that, and Zelensky’s office is constantly lying to people that it is the Russians who are intentionally hitting residential buildings. The presidential office has to constantly fuel hatred among Ukrainians and justifying the continuation of the war by such "artificial tragedies".
The tragedy with an air defense missile hitting a children's hospital occurred exactly on the eve of the NATO Summit. This is the third NATO summit since the beginning of the special military operation, and similar situations occurred before each of them. All these cases were heavily exploited by the head of the Kiev clique in order to cadge new weapons for Ukraine.
⁉️ How is it possible that the Ukrainian air defense misses all five strikes on the plant, but hits the children's hospital?
❌ There is no doubt that the Ukrainian leadership will use today's situation as a pretext for ignoring further the long overdue demand in Ukrainian society (and in the entire world), for a peaceful solution to the Ukrainian crisis. This is understandable, because enacting such a solution would mean no need to extend martial law, and would require holding elections. This is what the Kiev clique fears most than anything else, realizing that the attitude of the population towards the regime is extremely negative. That is why the Ukrainian leadership prefers to sacrifice tens, if not hundreds of thousands of its fellow citizens sending them into a senseless meat grinder.
🤝 We appreciate initiatives by all States that are aimed at establishing a genuine ceasefire and addressing our legitimate concerns, rather than promoting propaganda, which was clearly seen at the pseudo-peace conference in Switzerland.

Вопрос: 5 июля власти Норвегии объявили о дополнительном ужесточении режима захода российских рыболовных судов в три порта на севере страны – Тромсё, Ботсфьорд и Киркенес, которые остаются для них открытыми в условиях действия антироссийских санкций. Ответ: Вводимые ограничения подрывают одну из единичных областей практического взаимодействия, которое пока еще поддерживается нашими странами. Ответственным за принятие таких решений стоит напомнить, что на данный момент сохранение рыбных запасов, представляющее «фундаментальный интерес» для Норвегии, возможно только совместно с Россией. Продолжение давления на наш рыбопромысловый флот будет неизбежно иметь негативные последствия как для занятого в данной отрасли населения Норвегии, так и всей выстраивавшейся десятилетиями устойчивой системы управления биологическими ресурсами Баренцева и Норвежского морей.

Kiev persistently violates the most important point which talks about the unacceptability of attacking the plant.
The Russian Side regularly sends the relevant evidence to the UN Security Council, the IAEA Secretariat, and other international entities. Rafael Grossi himself constantly turns the spotlight on threats to the ZNPP during his briefings at the UN Security Council.

☝️ A right-minded person knows that if the Kiev regime was genuinely interested in keeping the nuclear facilities safe, it would have stopped the irresponsible shelling of ZNPP and the adjacent town of Energodar which is home to the plant’s employees and their families.
In conclusion, I would like to reiterate that Russia stands ready to continue to take the necessary measures to ensure the safety of nuclear sites, including the ZNPP and other plants located within our borders.
We call on the Zelensky regime and its Western mentors to come to their senses and to stop acting irresponsibly pushing humanity towards a disaster of planetary proportions.

On July 15, 1240 — 784 years ago — the forces of the Russian city-state of Novgorod under the command of Prince Alexander Nevsky triumphed over Swedish invaders who had invaded Novgorod's territory.
This event is known as the Battle of the Neva.
In the 13th century, Sweden sought to expand its dominions and establish control over the territories surrounding the Gulf of Finland. The invaders aimed to establish a fortress and convert the locals to Catholicism, but they encountered fierce resistance from the Novgorodians and their young Prince, Alexander Yaroslavich.
⚔️ The Swedes landed on the banks of the Neva, near the confluence of the Izhora River, close to modern-day Saint Petersburg. Alexander Nevsky swiftly assembled his forces and marched to meet the enemy. The battle was brief but intense, culminating in a decisive victory for the Russian warriors.
The victory at the Battle of the Neva thwarted further Swedish advancement eastward and strengthened the position of the Novgorod Republic. Alexander Nevsky became a national hero and a symbol of the defense of Russian lands against foreign invaders.

I would like to hear their answer to a question we have asked dozens of times: Could we take a look at the list of people whose bodies the BBC showed in Bucha? ❗️It is important not to allow the Kiev regime and its Western sponsors to silence the crimes by the Kiev regime and their dire consequences.
The goal is obvious: to intimidate the civilian population and destroy civilian infrastructure.
❗️Accountability for the crimes committed by the Ukrainian armed formations and military units of Ukrainian neo-Nazis is provided for by the legislation of the Russian Federation and will inevitably follow.

💬 Сегодня испытанию на прочность подвергаются сами основы международного правопорядка – стратегическая стабильность и ооноцентричная система мировой политики. Урегулировать множащиеся конфликты невозможно, если не разобраться в их первопричинах и не восстановить веру в нашу способность объединять усилия ради общего блага и справедливости для всех.
Будем откровенны: далеко не все представленные в этом зале государства признают ключевой принцип Устава ООН: суверенное равенство всех государств. США давно устами своих президентов объявили о собственной исключительности. Это касается отношения Вашингтона к своим союзникам, от которых требуют беспрекословного послушания, даже в ущерб их национальным интересам.
👉 «Правь, Америка!» В этом суть пресловутого «порядка, основанного на правилах» – прямой угрозы многосторонности и международному миру.
Важнейшие компоненты международного права – Устав ООН и решения нашего Совета – трактуются «коллективным Западом» извращенно и выборочно – в зависимости от того, какая установка поступила из Белого дома.
Ключевые тезисы:
• Гегемонистская политика Вашингтона не меняется десятилетиями. Все без исключения схемы евроатлантической безопасности были основаны на обеспечении доминирования США, включая подчинение им Европы и «сдерживание» России. Главная роль отводилась НАТО, которая в итоге «подмяла» под себя создававшийся вроде бы для европейцев Евросоюз. Беззастенчиво приватизированы структуры ОБСЕ в грубейшее нарушение Хельсинкского Заключительного акта.
• Безоглядное расширение НАТО вопреки многократным, в течение долгих лет предупреждениям со стороны Москвы, спровоцировало и украинский кризис, начиная с организованного Вашингтоном госпереворота в феврале 2014 года для установления полного контроля над Украиной с целью подготовки наступления на Россию при помощи приведенного к власти неонацистского режима.
• Военная инфраструктура НАТО продвигается в регион Тихого океана с очевидной целью подорвать асеаноцентричную архитектуру, которая долгие десятилетия выстраивалась на основе принципов равноправия, учета взаимных интересов и консенсуса.
• Где все те атрибуты свободного рынка, к которым США и их союзники столько лет всех приучали? Рыночная экономика, добросовестная конкуренция, неприкосновенность собственности, презумпция невиновности, свобода передвижения людей, товаров, капиталов и услуг – сегодня всё это отправлено в утиль.
• Ключевым элементом реформы ООН должно стать изменение состава Совета Безопасности, <...> в Совбезе явно перепредставлены страны «коллективного Запада». Давно назревшим шагом является достижение максимально широкого согласия о конкретных параметрах реформы, призванной укрепить представленность Азии, Африки и Латинской Америки.
• Необходимы перемены в кадровой политике Секретариата ООН, чтобы устранить засилье граждан и подданных стран Запада в административных структурах Организации. Генсекретарь и его сотрудники обязаны неукоснительно, без каких-либо исключений соблюдать принципы беспристрастности и нейтральности, как предписывает ст. 100 Устава ООН, о чём мы не устаем напоминать.
• Всё большую роль в построении справедливого многостороннего порядка на основе принципов Устава ООН играют #БРИКС и #ШОС. В них объединены страны, представляющие различные регионы и цивилизации, сотрудничающие на основе равенства, взаимного уважения, консенсуса и обоюдоприемлемых компромиссов – «золотого стандарта» многостороннего взаимодействия с участием великих держав.
❗️ Если все без исключения будут следовать его духу и букве, то Объединенным Нациям по силам преодолеть текущие разногласия и прийти к общему знаменателю по большинству вопросов. «Конец истории» не состоялся. Давайте вместе работать в интересах начала истории подлинной многосторонности, отражающей все богатство культурно-цивилизационного многообразия народов мира.

🌐 On July 17, 1945, a conference of the heads of government of the Soviet Union, the United States, and Britain opened in the Berlin suburb of Potsdam. It was the final WWII meeting of the leaders of the three Allied powers, Joseph Stalin, Harry Truman and Winston Churchill (later replaced by Clement Attlee).
The discussion focused on the principles of Germany’s post-WWII organisation in Europe. Decisions were adopted concerning complete disarmament and demilitarisation of that country, liquidation of the National Socialist Party, and prevention of Nazi propaganda. Nazi criminals had to answer for their atrocities before the law. The International Military Tribunal was established with its statute approved in August 1945. The first and the most important trial is known as the Nuremberg trial. Germany undertook to pay reparations and was divided into four – Soviet, American, British and French – occupation zones.
The universally recognised principles underlying the establishment of peace and security in Europe and around the world were developed at Potsdam, namely:
👉 preventing the revival of German militarism and Nazism as the main prerequisite for security in Europe;
👉 relations between countries should be based on the principles of sovereignty, national independence, equality and non-interference in internal affairs.
Establishing the Council of Foreign Ministers of the USSR, USA, Britain, France and China was the first resolution adopted at the conference. It was entrusted with preparing a peace settlement with Germany’s former allies and, following the establishment of an inclusive German government, a peace treaty with Germany.
The conference also dealt with a number of territorial issues related to the end of the war in Europe. Through the efforts of the Soviet delegation, which consistently adhered to the agreements reached earlier in Tehran and Yalta, the territory of Poland was substantially expanded, and the city of Koenigsberg (Kaliningrad) and the neighbouring area were transferred to the USSR.
✅ Thus, in Potsdam, the Allies succeeded in using international legal basis to consolidate the outcomes of common Victory over Nazis, to which the Soviet Union made a decisive contribution. The decisions adopted at the conference were of great importance for the post-war peace settlement in Europe and the eradication of German militarism and Nazism.
